Dehradun: Uttarakhand has completed one successful year of implementing the Uniform Civil Code (UCC), becoming the first state in India to enforce a common civil law for all citizens. Chief Minister Pushkar Singh Dhami described the achievement as a historic step toward social justice, equality, and transparent governance.
Speaking on the occasion of UCC Day, observed across the state on January 27, CM Dhami said the day holds special significance for Uttarakhand. He noted that the framers of the Indian Constitution had envisioned the Uniform Civil Code under Article 44, and Uttarakhand has now taken the lead in turning that vision into reality.
UCC Fulfills Public Commitment, Says CM
The Chief Minister stated that implementing the UCC was a promise made to the people of the state, and the government has delivered on its commitment. He emphasized that the reform reflects the spirit of equal rights and equal responsibilities for every citizen, irrespective of religion or community.
CM Dhami participated in the first “Devbhoomi Uniform Civil Code Day” celebration held in Dehradun. During the event, he highlighted that whenever he travels outside the state, people often ask how Uttarakhand dared to take such a bold decision. He said the reform was long overdue and aligns with the constitutional vision laid down after India’s independence.

One Law for All Citizens
Referring to India’s cultural values, the Chief Minister said that equality has always been the foundation of Sanatan traditions. Quoting from the Bhagavad Gita, he spoke about viewing all individuals with equal respect and dignity. He added that the Constitution also reflects this principle by advocating uniform laws for all citizens.
CM Dhami remarked that earlier governments hesitated to act due to political considerations, but the present administration showed courage and clarity in implementing the reform. Despite criticism and doubts from opponents, the government remained confident and committed to its goal.
Statewide Awareness and Public Engagement
To mark the completion of one year of UCC implementation, Uttarakhand is organizing awareness campaigns, public dialogues, and community programs in both urban and rural areas. Special initiatives are also being conducted to promote women empowerment, social equality, and citizen safety.
Officials believe that the UCC has strengthened legal clarity, improved administrative efficiency, and encouraged a sense of unity across communities. The government considers the reform a long-term step toward building a more inclusive and progressive society.
As Uttarakhand celebrates this milestone, the state continues to set an example for policy-driven reforms aimed at social harmony and equal justice.
