CM Yogi Adityanath criticises previous UP governments for backwardness and highlights growth in GDP, infrastructure, welfare schemes and public services.
Uttar Pradesh Chief Minister Yogi Adityanath on Friday criticised previous governments, alleging that a lack of political will had held the state back and contributed to lawlessness. Speaking at a regional workshop under Mission Karmayogi in Lucknow, he said Uttar Pradesh had considerable natural resources and a large young population but had not fully realised its potential under earlier administrations.
Addressing the two-day ‘Sadhana Series’ workshop on transforming training institutions, Adityanath highlighted the changes in governance, infrastructure and public welfare during the past nine-and-a-half years. Union Minister of State (Independent Charge) for Science and Technology and Earth Sciences, Dr Jitendra Singh, also attended the programme.
The Chief Minister argued that Uttar Pradesh development under Yogi Adityanath had focused on improving infrastructure, expanding welfare schemes and strengthening public service delivery. He credited Prime Minister Narendra Modi’s leadership for supporting the state’s transformation.
CM Yogi Blames Previous Governments for UP’s Backwardness
During his address, Adityanath said Uttar Pradesh had always possessed significant development potential because of its fertile land, abundant water resources and young workforce. However, he alleged that earlier governments lacked the political determination required to turn these advantages into tangible progress.
According to the Chief Minister, this lack of political will contributed to the state’s backwardness and lawlessness. He also said Uttar Pradesh, once widely associated with festivals and cultural celebrations, had acquired a reputation for unrest during previous administrations.
Adityanath alleged that governance before 2017 was primarily focused on those in power rather than the needs of ordinary citizens. He said this approach weakened public confidence in government institutions.
The Chief Minister maintained that the administration must prioritise citizens’ needs and build institutional capacity to deliver effective public services.
UP’s GDP, Budget and Per Capita Income Have Tripled: CM
Highlighting the state’s economic performance, Adityanath said Uttar Pradesh had made significant progress over the past nine-and-a-half years. He claimed that the state’s gross domestic product (GDP), budget and per capita income had each increased threefold during this period.
The Chief Minister attributed these changes to improvements in governance, infrastructure development and investment in public services. He also stressed the importance of building administrative capacity so government institutions could respond more effectively to citizens’ needs.
The remarks formed part of the broader discussion on Uttar Pradesh development under Yogi Adityanath, with the Chief Minister presenting economic growth and improved public service delivery as key indicators of the state’s progress.
Expressways, Airports and Metro Services Expand Across UP
Adityanath also highlighted infrastructure development in Uttar Pradesh, pointing to the expansion of expressways, airports and urban transport facilities.
According to the Chief Minister, the state now has five international airports and 17 domestic airports. Metro services are operational in seven cities, while India’s first rapid rail service is also running in Uttar Pradesh.
He said improvements in transport infrastructure were helping strengthen connectivity across the state and supporting economic activity. The expansion of road and air connectivity has also been a major focus of the government’s development agenda.
The Chief Minister presented these projects as examples of the state’s changing infrastructure landscape and its efforts to improve access to transport facilities for residents and businesses.
Government Highlights Housing, Toilets and Food Security Schemes
The Chief Minister also outlined the state government’s welfare initiatives, claiming that houses had been provided to 65 lakh poor people and toilets constructed for more than three crore households.
He further said that over 15 crore people in Uttar Pradesh were benefiting from the Pradhan Mantri Garib Kalyan Anna Yojana, which provides foodgrains to eligible beneficiaries.

Adityanath highlighted these initiatives as part of efforts to improve living conditions and extend essential services to economically weaker sections of society.
He said welfare programmes and public service delivery were important components of the state’s development agenda, alongside economic growth and infrastructure expansion.
Drinking Water and Electricity Access Have Improved: Adityanath
The Chief Minister also spoke about improvements in access to drinking water and electricity. He highlighted the Har Ghar Nal scheme, particularly in Bundelkhand and the Vindhya region.
According to Adityanath, residents in these areas had earlier faced serious drinking water challenges, with water sometimes being transported by trains and tankers. He said the expansion of water supply infrastructure had helped address these difficulties.
The government’s focus, he added, has been on extending basic amenities to areas that previously faced shortages and improving the quality of life for residents.
These measures, along with housing, sanitation and food security programmes, were cited by the Chief Minister as examples of the changes taking place in the state.
Mission Karmayogi Workshop Focuses on Administrative Capacity
Adityanath was addressing the northern regional workshop of the ‘Sadhana Series’, organised on October 23 and 24 by the Dr Ram Manohar Lohia Uttar Pradesh Administration and Management Academy in collaboration with the Capacity Building Commission, Government of India.
The workshop focused on transforming training institutions under Mission Karmayogi, the Centre’s initiative to strengthen the capabilities of government employees and improve public administration.
The discussions highlighted the importance of training, institutional development and building a more responsive administrative system.
The Chief Minister said the state’s development required not only economic resources and infrastructure but also capable institutions and effective governance.
Through his remarks on Uttar Pradesh development under Yogi Adityanath, he emphasised the role of political will, administrative reforms and public welfare in shaping the state’s progress. His address also renewed the political debate over the performance of previous governments and the changes introduced since 2017.
