On February 5, the seventh day of the budget session, the Thank-You Motion on the President’s Address was passed through voice vote without Prime Minister Modi delivering his speech in the Lok Sabha. This marked the first time in 22 years, since 2004, that such a situation occurred. ANI reported, citing sources, that Congress had planned a physical attack on the Prime Minister, prompting the decision to cancel his address.
PM Modi Present, But Speech Cancelled
According to ANI sources, PM Modi was present in the house and ready to speak. However, credible intelligence suggested a possible physical threat from opposition MPs, which led the Speaker to suspend the house temporarily. The precautionary move was aimed at ensuring the safety of the Prime Minister while maintaining order in the proceedings.
BJP MP Manoj Tiwari Raises Concerns
Prior to the cancellation, BJP MP Manoj Tiwari claimed that the opposition’s protest was premeditated. He alleged that women MPs positioned themselves near the Prime Minister’s seat, creating an intimidating scenario. He further mentioned that the Minister of Parliamentary Affairs efficiently handled the situation to regain control.

Tiwari also noted that around 5 PM, as the house reconvened, some opposition women MPs approached the treasury benches, holding banners with slogans such as “Do What Is Right.” This protest was reportedly in support of eight opposition MPs who had been suspended a day earlier. The women MPs reportedly stood close to the Prime Minister’s seat to demonstrate their dissent.
Thank-You Motion Passed Amid Opposition Disruption
Despite the opposition’s continuous disruption and slogans, Lok Sabha Speaker Om Birla initiated a voice vote on the President’s Address, passing the Thank-You Motion without PM Modi’s speech. The Prime Minister’s response had been expected a day earlier but was disrupted by repeated interruptions, leading to the unprecedented procedural move.
History Repeats After 22 Years
This incident marks the first time in 22 years that a Thank-You Motion was passed in the Lok Sabha without the Prime Minister’s address. The last occurrence was in 2004, during the Manmohan Singh-led UPA government, when BJP had prevented the then Prime Minister from responding to the President’s Address.
