A major political controversy has erupted in Delhi after the Aam Aadmi Party (AAP) accused the Rekha Gupta-led government of being involved in an alleged ₹650 crore scam in the procurement of medicines and medical equipment for government hospitals.
The allegations have intensified the political battle in the capital, with AAP claiming that the irregularities were part of a “planned system” rather than isolated incidents.
AAP’s Strong Allegations Against Government
Senior AAP leader Saurabh Bharadwaj held a press conference on Tuesday (June 29), claiming that within just 16 months of coming to power, the government had been involved in large-scale corruption.
He alleged that procurement decisions for medicines and hospital equipment were manipulated, and the entire process was executed as part of a pre-planned strategy.
According to him, the government cannot distance itself from responsibility by blaming individual officials.
Policy Changes Under Scrutiny
The AAP leader pointed to a government order issued on July 10, 2025, which reportedly barred individual government hospitals from directly purchasing medicines and medical equipment. Instead, procurement was centralized under CPA.
He claimed this decision significantly altered the procurement system and raised concerns about transparency.
Questions Raised Over Key Appointments
AAP also questioned the appointment of Dr. Vatsala Aggarwal as Director General of Health Services (DGHS) in August 2025, suggesting that senior officials were overlooked in the process.
The party alleged that internal pressure led to administrative reshuffles, including the resignation of a senior health official earlier that year.

Alleged Irregularities in Procurement
During the briefing, Saurabh Bharadwaj cited multiple alleged irregularities, including:
X-ray machines purchased at significantly inflated prices
ORS packets bought at ₹205 instead of ₹15
Large-scale procurement of medical supplies beyond actual hospital requirements
Bedsheets purchased at three times the market rate
Excessive procurement compared to hospital capacity
He further alleged that commissions were involved in several purchases, questioning the transparency of the process.
“Entire System Involved,” Claims AAP
AAP maintained that the alleged scam cannot be attributed to a single officer and claimed that the entire administrative system was involved.
The party also said it had previously filed complaints and demanded a vigilance inquiry into the matter.
Political Fallout
The allegations have sparked a fresh political confrontation in Delhi, with AAP demanding a high-level investigation into the procurement process. Meanwhile, the government has not yet issued a detailed official response to the charges.
