PM Modi marks seven years of Article 370 and 35(A) abrogation, highlighting development, constitutional rights and opportunities in J&K and Ladakh.
Prime Minister Narendra Modi on Wednesday marked seven years since the abrogation of Articles 370 and 35(A), describing August 5, 2019, as a major turning point in the development journey of Jammu and Kashmir and Ladakh.
In a message marking the anniversary, PM Modi highlighted what he described as significant changes across the two regions over the past seven years. He pointed to developments in infrastructure and expanding opportunities in sectors such as education, healthcare, entrepreneurship and sports.
PM Modi Highlights Constitutional Rights
The Prime Minister said the implementation of the Constitution of India across Jammu and Kashmir and Ladakh has strengthened the rights of sections that, according to him, had remained deprived of certain constitutional provisions for decades.
PM Modi specifically highlighted women and marginalised communities, saying the full application of the Constitution has helped empower them and expand their access to constitutional rights.
The Prime Minister presented the changes since 2019 as part of a broader effort to ensure more inclusive development and greater opportunities for residents of Jammu and Kashmir and Ladakh.
August 5 Anniversary Linked to Syama Prasad Mookerjee
PM Modi also noted the significance of this year’s anniversary in view of the 125th birth anniversary of Dr Syama Prasad Mookerjee.
According to the Prime Minister, Mookerjee’s longstanding emphasis on national unity continues to inspire generations. He said that the vision associated with Mookerjee’s political and national outlook found what he described as historic fulfilment with the changes introduced on August 5, 2019.
The reference adds a historical dimension to the anniversary, which is being observed seven years after the Centre’s decision to alter the constitutional status of the erstwhile state of Jammu and Kashmir.

Focus on Development of J&K and Ladakh
Reiterating the government’s commitment to Jammu and Kashmir and Ladakh, PM Modi said development should enable every citizen to pursue aspirations and contribute to India’s growth.
He emphasised the broader goal of Viksit Bharat, stating that people across the country should have the opportunity to dream, achieve their goals and participate in nation-building.
The Prime Minister’s message also underlined the government’s continued focus on infrastructure and social and economic opportunities in the Union Territories.
What Happened on August 5, 2019?
On August 5, 2019, the Centre announced major constitutional and administrative changes concerning Jammu and Kashmir. The government moved to end the special constitutional provisions associated with Article 370 and made changes related to Article 35(A).
The erstwhile state was subsequently reorganised into two Union Territories — Jammu and Kashmir and Ladakh.
The move remains one of the most consequential constitutional decisions of the Modi government and continues to be a major subject of political debate in India.
PM Modi Reaffirms Viksit Bharat Vision
Marking seven years of the decision, PM Modi reiterated that the development of Jammu and Kashmir and Ladakh remains an important part of India’s larger growth agenda.
He said the government would continue working towards creating conditions in which citizens can pursue opportunities, fulfil their ambitions and contribute to the development of a Viksit Bharat.
The anniversary message therefore combined the government’s assessment of developments since 2019 with a renewed emphasis on constitutional rights, national unity and inclusive growth.
