Gopal Italia questions the Gujarat government over the Justice K.A. Poonj Commission report on the 2015 Patidar reservation movement.
Aam Aadmi Party (AAP) Visavadar MLA Gopal Italia has questioned the Gujarat government over the alleged withholding of the Justice K.A. Poonj Commission report on the 2015 Patidar reservation movement.
Speaking to the media during the ongoing Monsoon Session of the Gujarat Assembly in Gandhinagar, Gopal Italia said he had raised three questions in the House on September 10, 2026. Two were related to the Home Department, while the third concerned the Industries Department.
Questions Raised Over 2015 Patidar Agitation
The AAP MLA referred to the violence that took place during the Patidar reservation agitation on August 25 and 26, 2015. According to Gopal Italia, the movement witnessed serious clashes and incidents of violence in several parts of Gujarat.
He alleged that police action during the agitation resulted in the deaths of around 14 Patidar youths. Italia further claimed that members of the Patidar community, including women and young people, faced alleged police excesses during the unrest.

Justice K.A. Poonj Commission Report
Following the 2015 agitation, the Gujarat government appointed the Justice K.A. Poonj Commission to investigate the incidents of violence associated with the movement. Gopal Italia said he had also appeared before the commission as a witness after submitting an affidavit.
According to Italia, the commission completed its investigation and submitted its report to the Gujarat government on July 8, 2020. He questioned why the report has not been made public despite being submitted several years ago.

Italia claimed that the commission examined issues including alleged police actions, the circumstances surrounding orders issued during the unrest and incidents reported from different locations.
No Action Taken After Report, Claims Italia
A key point raised by Gopal Italia was the Gujarat government’s response to his Assembly question about action taken after receiving the commission’s report.
He claimed that the government provided a written response stating that no action had been taken following receipt of the report. Based on this response, Italia alleged that the authorities had failed to act against those responsible for the incidents.
The AAP MLA also accused the government of protecting officials allegedly involved in police action during the Patidar agitation. These allegations were made by Italia and would require independent verification and the government’s response for further confirmation.
Demand to Make Report Public
Gopal Italia appealed to Patidar community leaders, senior members and young people associated with PAAS to press the Gujarat government to release the Justice K.A. Poonj Commission report.
He said making the report public would allow people to understand the commission’s findings and determine what conclusions were reached regarding the incidents during the 2015 reservation movement.
The controversy is now centred on the government’s alleged decision not to release the report and the action, if any, taken after it was received in 2020. Gopal Italia has demanded transparency and strict action against anyone found responsible based on the commission’s findings.
