Amit Shah inaugurates the 3rd National ANTF Conference in Delhi, focusing on the Vision Document 2026-29 and stronger action against drug trafficking.
Union Home Minister Amit Shah on Tuesday inaugurated the 3rd National Conference of Anti-Narcotics Task Force (ANTF) heads from states and Union Territories in New Delhi. The two-day conference, being organised by the Narcotics Control Bureau (NCB) on September 22 and 23, is focused on advancing the objectives outlined in the Vision Document on Narcotics Control 2026–2029.
Amit Shah’s conference brings together ANTF heads from all 36 states and Union Territories, along with representatives of government departments and other stakeholders involved in tackling drug trafficking and substance abuse. The event is being held under the theme “United Resolve, Shared Responsibility”.
Focus on Vision Document and Drug Control Strategy
The conference will review the progress made by states and Union Territories on the targets assigned under the Vision Document on Narcotics Control 2026–2029. Discussions will also focus on strengthening measures aimed at reducing the supply and demand for narcotics while improving harm-reduction initiatives.
Amit Shah is also expected to use the platform to reinforce coordination between the NCB, state and UT ANTFs and other agencies. The government has highlighted a whole-of-government approach as a key element in tackling drug trafficking and substance abuse across the country.
Eight Technical Sessions on Key Narcotics Issues
The conference has been structured around four strategic pillars of the Vision Document: enforcement, intelligence and operations; control of precursors and synthetic drugs; demand and harm reduction; and capacity building and coordination.
Eight technical sessions have been planned during the conference. These include discussions on institutional mechanisms, dismantling drug networks and cartels, demand reduction and rehabilitation, enforcement effectiveness, synthetic drugs and clandestine laboratories, destruction of illicit cultivation, alternate cropping and investigations involving darknet and cryptocurrency.
The sessions are intended to help participating agencies identify practical strategies for strengthening drug law enforcement and improving coordination over the next three years.

The revamped website of the Narcotics Control Bureau was also launched as part of the programme. The initiatives are aimed at strengthening the NCB’s institutional reach and improving public awareness around narcotics-related issues.
Telangana ANTF to Receive Recognition
The conference also included the felicitation of the best-performing Anti-Narcotics Task Force among the states and Union Territories. According to the information provided for the event, the Telangana ANTF was recognised for its performance.
Amit Shah has repeatedly emphasised the importance of coordination between central and state agencies in addressing drug trafficking. The government has also been working to strengthen the ANTF framework across all 36 states and Union Territories.
Towards a Drug-Free India
The discussions at the national conference are expected to shape coordinated action against drug trafficking and substance abuse under the 2026–2029 Vision Document. Particular attention is being given to emerging challenges such as synthetic drugs, darknet-based activity, cryptocurrency-linked investigations and illicit cultivation.
Amit Shah and the participating agencies are focusing on stronger cooperation between enforcement bodies, intelligence agencies and rehabilitation stakeholders. The broader objective outlined by the government is to protect young people from drug abuse and strengthen the country’s efforts towards a drug-free India.
