Haryana: An administrative reform group of four ministers has been established.

Haryana: By appointing a four-person ministerial committee, the Haryana government has once more started the process of redrawing the administrative boundaries.

Haryana: In order to improve citizen services, administrative efficiency, coordination amongst various levels of government, and service delivery, the committee will look into matters pertaining to the reorganization of administrative units, including districts, subdivisions, tehsils, sub-tehsils, blocks, and panchayats and panchayat samitis. Will it report before the election?

There are concerns about the committee’s ability to provide its report in time for the October 2024 state Assembly elections. The second two weeks of September are when the model code of conduct is supposed to go into effect. Given the committee’s three-month deadline, it begs the issue of whether the report will be turned in prior to the model code of conduct going into effect.

“For going into the issue of reorganisation of districts, sub-divisions, tehsils, sub-tehsils, blocks, panchayats and panchayat samitis,” is the mandate given to the high-level committee, which is made up of Ministers of Finance, Development and Panchayat, and Agriculture, Kanwar Pal Gujjar, and Subhash Sudha.

The committee will present its report within three months, according to a notification released by Chief Secretary TVSN Prasad, who also serves as the Financial Commissioner, Revenue, and Additional Chief Secretary, Revenue and Disaster Management. “The committee aims to investigate matters concerning the reorganization of administrative units, including but not limited to districts, sub-divisions, tehsils, sub-tehsils, blocks, panchayats, and panchayat samitis. The purpose of this study is to enhance citizen services accessibility, promote administrative efficiency, foster collaboration among various governmental levels, and enhance service delivery.”

In addition, the committee will offer suggestions for the general guidelines and elements that should be taken into consideration when deciding how to reorganize these administrative divisions, taking into account different administrative, economic, geographic, and other pertinent aspects.

The committee has been given permission to work with specific MLAs in carrying out its duties. It should be noticed that the calls for the improvement of Hansi in the Hisar district and Gohana in the Sonepat district are growing stronger. For a number of reasons, the decision to upgrade Gohana and Hansi and restructure the boundaries administratively has really been on hold. An official stated that there is now optimism for an administrative overhaul with the formation of the new committee.
