Haryana’s Education Department has undertaken a detailed ground-level assessment of more than 14,300 government schools to identify infrastructure gaps and plan development work according to the actual needs of each institution. The exercise is aimed at making school-specific requirements the basis for future infrastructure planning and budget allocation.
As part of the survey, officials assessed the condition of school buildings, classrooms, toilets, boundary walls and other basic facilities. Based on the findings, nearly 2,800 development works have been identified across the state. The government has released ₹130 crore for the first phase of these projects.
Ground Survey to Guide School Development
The Haryana government school infrastructure survey marks a shift from relying primarily on paper-based reports or local demands to using on-ground assessments for deciding development priorities.
During the mapping exercise, technical officials, education department field staff and School Management Committee (SMC) members participated in school inspections. Junior Engineers (Civil), Sub-Divisional Engineers, Block Education Officers, Assistant Block Resource Coordinators and SMC representatives reviewed the facilities available at individual schools.
The objective is to determine which facilities require immediate attention and which improvements can be planned for the future.
Individual Micro Plans Prepared for Schools
Infrastructure requirements vary considerably from one school to another. While some institutions require additional classrooms, others need boundary walls, toilet facilities, repairs or the removal of unsafe and unusable structures.
To address these differences, individual micro plans have been prepared for schools. These plans record existing infrastructure conditions as well as immediate and long-term requirements.
The Haryana government school infrastructure survey is expected to help officials prioritize projects according to urgency and available resources instead of applying the same development model to every school.
Nearly 2,800 Works Identified
The ground assessment has resulted in the identification of around 2,800 development projects. These include construction of new classrooms and toilets, boundary wall work, repair and maintenance of existing buildings, and removal of dilapidated or unusable structures.
The government has allocated ₹130 crore in the first phase. The identified works are expected to be implemented in stages, while additional projects can be taken up depending on budget availability and priority.
Focus on Facilities for Students With Disabilities
Inclusive infrastructure has also been incorporated into the school development plan. An allocation of ₹11.01 crore has been made for facilities aimed at students with disabilities and special educational needs.
The plan includes construction of 484 toilets for boys and 173 toilets for girls, along with 97 disability-friendly toilets and 51 ramps. Repair and renovation of existing toilet facilities have also been included.
These measures are intended to make school campuses more accessible and ensure that students with disabilities can move around the premises and use essential facilities without unnecessary barriers.
SMCs to Highlight Local Requirements
School Management Committees have been given an important role in the planning process because their members are closely connected with the day-to-day requirements of schools and students.

Their participation in the ground assessment has helped bring local issues into the infrastructure planning process. The department is seeking to combine these local inputs with technical assessments and government priorities while preparing development plans.
Infrastructure Improvement Alongside Academic Development
The state’s school improvement strategy is not limited to physical infrastructure. Several initiatives are also being implemented to improve students’ academic abilities and prepare them for higher education and employment opportunities.
The NIPUN programme focuses on strengthening foundational learning, while Super-100 supports talented students preparing for competitive examinations. Skill development initiatives are aimed at expanding employment-oriented education.
The teaching of foreign languages such as French and German is also part of the broader education strategy. In addition, Culture Model Schools, CM-EEE Schools and PM Shri Schools are being developed to provide modern facilities and improved learning environments.
Data Could Reshape Future Budget Allocation
With detailed information now available for more than 14,300 government schools, the Education Department has a school-wise database of infrastructure requirements.
The Haryana government school infrastructure survey could therefore play an important role in future budget planning. Instead of allocating resources solely on broad categories, authorities can use school-specific data to determine where funds are required most urgently.
