PM Modi tells IAS-2024 trainees that every government file reflects citizens’ aspirations and urges empathetic, citizen-centric governance in India.
Prime Minister Narendra Modi on Tuesday addressed 183 officer trainees of the IAS-2024 batch and emphasized that every government file represents the aspirations, concerns, and lives of citizens. He urged young civil servants to place people at the centre of governance and ensure that decision-making remains empathetic, responsive, and inclusive.
The trainees, currently attached as assistant secretaries across various ministries and departments, were encouraged to adopt a citizen-first approach in public administration.
Citizen-Centric Governance and “Nagrik Devo Bhava”
PM Modi reiterated the principle of “Nagrik Devo Bhava,” calling on officers to treat citizens as the focal point of every policy and administrative action. He said governance must go beyond procedures and focus on real outcomes that improve people’s lives.
He added that the true measure of public service lies not in positions held but in the positive impact created on the ground.
Whole-of-Government Approach for National Development
Highlighting the complexity of governance, the Prime Minister said that major developmental challenges cannot be solved in isolation. He stressed the need for strong inter-departmental coordination to achieve long-term and meaningful results.
He pointed to national priorities such as “Aatmanirbhar Bharat,” “Make in India,” energy security, manufacturing growth, and employment generation as key focus areas for the administration.

Vision for Viksit Bharat 2047
PM Modi underlined that every policy decision must contribute to the vision of a developed India by 2047. He said young officers will play a crucial role in shaping the future of the country through innovation, integrity, and dedication to public service.
He also emphasized the increasing role of digital governance, artificial intelligence, and data-driven administration in improving transparency and service delivery.
Data as a Reflection of Human Lives
The Prime Minister noted that data should not be seen merely as numbers but as a reflection of people’s lives, challenges, and aspirations. He advised officers to continuously evaluate whether government policies are effectively delivering results on the ground.
He also highlighted the importance of empathy and integrity in handling real-life administrative situations.
Women Participation and Future Leadership
PM Modi praised the growing participation of women in civil services, noting that over 40% of the IAS-2024 batch comprises women officers. He expressed confidence that their contribution will strengthen India’s development journey.
Senior officials including Union Minister Jitendra Singh and top bureaucrats also attended the interaction session.
