PM Modi will chair a key meeting with secretaries amid cabinet reshuffle buzz, focusing on governance reforms and regulatory easing in India.
New Delhi is witnessing heightened political speculation around a possible cabinet reshuffle as Prime Minister Shri Narendra Modi is set to chair a crucial high-level meeting with all departmental secretaries on Tuesday. The meeting is expected to focus extensively on governance reforms, regulatory easing, and improving administrative efficiency across ministries.
According to official sources, this will be the second major interaction between the Prime Minister and top bureaucrats in less than two months, highlighting the government’s continued push for administrative reforms. The agenda is centered on strengthening “Ease of Doing Business” and “Ease of Living” by simplifying regulations and accelerating policy implementation.
The Prime Minister is expected to return to New Delhi on Monday after concluding his official visit to Seychelles and will directly participate in this important briefing.
Earlier on May 21, PM Modi chaired a joint meeting of the Union Council of Ministers and secretaries to prepare a regulatory roadmap aimed at achieving the vision of a “Developed India.” That meeting emphasized self-reliance, administrative reforms, and a structured approach to governance improvements.

In the upcoming session, each departmental secretary will be given just three minutes to present their performance updates. They will be asked to explain the steps taken so far to improve governance, ease regulatory burdens, and suggest further reforms to enhance citizen services and business facilitation.
Parallelly, the central government is aggressively pursuing regulatory reforms at both central and state levels under the National Democratic Alliance (NDA) framework. A High-Level Committee on Non-Financial Regulatory Reforms (HLC-NFRR), chaired by former Cabinet Secretary and NITI Aayog member Rajiv Gauba, is reviewing outdated rules, licenses, certifications, and approvals to build a modern, flexible, and trust-based governance system.
The Cabinet Secretariat constituted this committee on August 19, 2025, assigning it the task of streamlining non-financial regulatory frameworks in line with 21st-century governance needs. The committee is actively coordinating with ministries and submitting recommendations for policy improvements.
Additionally, a task force led by senior IAS officer K.K. Pathak, currently serving as Special Secretary in the Cabinet Secretariat, is working on strengthening regulatory reforms in selected states. The government has also appointed designated secretaries to ensure smooth implementation of reform initiatives across various departments.
Officials suggest that this high-level meeting reflects the government’s sustained focus on administrative transformation, aiming to enhance transparency, boost investment, and improve overall governance efficiency in the country.
