In a significant push for gender parity in Indian politics, Uttarakhand Chief Minister Pushkar Singh Dhami on Tuesday urged all political parties to set aside their ideological differences and support the swift implementation of the Women’s Reservation Bill. Addressing a special assembly session titled Nari Samman – Loktantra Mein Adhikar, the Chief Minister emphasized that empowering women is not a political choice but a national necessity.
A Vision for Inclusive Policymaking
Chief Minister Pushkar Singh Dhami highlighted that the proposed 33% reservation in Parliament and state assemblies is a transformative step toward ensuring women play a decisive role in the nation’s policymaking process. He proposed a unanimous resolution in the state assembly to back the Centre’s Nari Shakti Vandan Adhiniyam. According to Pushkar Singh Dhami, the legislation aims to honor the historical contributions of women, from Rani Lakshmibai to modern-day scientists and defense personnel.
Addressing Concerns on Delimitation
Responding to the opposition’s skepticism regarding the timeline of the bill, Pushkar Singh Dhami clarified that administrative processes like delimitation are necessary steps to ensure a fair rollout. He criticized the opposition for creating “unnecessary confusion” and accused them of historically blocking such progressive measures. He reassured the house that the central government has already provided clarifications in Parliament to ensure no state faces a disadvantage during the implementation of the Women’s Reservation Bill.

Uttarakhand’s Success in Gender Budgeting
During his address, Pushkar Singh Dhami detailed the state’s proactive measures in female empowerment. He noted that Uttarakhand has successfully:
Implemented Local Quotas: Provided 30% reservation for women in state government jobs and 33% in cooperative institutions.
Economic Empowerment: Elevated over 2.65 lakh women to “Lakhpati Didi” status through self-help groups.
Financial Commitment: Earmarked nearly ₹20,000 crore under gender budgeting for the current fiscal year.
Furthermore, Pushkar Singh Dhami mentioned the establishment of a dedicated women’s sports college in Lohaghat, costing ₹256 crore, as a testament to the state’s commitment to nurturing female talent in all sectors.
Political Tug-of-War Over Implementation
While the opposition, led by the Congress, has reiterated its support for the 33% quota, they continue to clash with the government over the linkage of the bill to the delimitation exercise. Leaders like Yashpal Arya have demanded that the reservation be operationalized before the 2027 Uttarakhand Assembly elections. However, Pushkar Singh Dhami maintains that the Uniform Civil Code (UCC) and the Women’s Reservation Bill together form a protective shield for women’s rights, and the government is committed to realizing this goal through a constructive, all-party approach.
