In a significant move to safeguard the interests of the farming community, Haryana Agriculture and Farmers’ Welfare Minister Shyam Singh Rana has announced a major relaxation in wheat procurement standards for the Rabi Marketing Season 2026-27. The decision comes as a proactive response to the crop damage caused by unseasonal rains, ensuring that farmers do not suffer financial losses due to quality variations beyond their control.
Government Prioritizes Farmers’ Welfare
Addressing the media, Shyam Singh Rana welcomed the Central Government’s decision to ease the Fair Average Quality (FAQ) norms. He stated that the relaxation is a testament to the government’s commitment to the welfare of the Annadata (farmers). Under the leadership of Shyam Singh Rana, the state agriculture department has been directed to ensure that every grain brought to the mandis is procured smoothly without any harassment to the growers.
Key Relaxations in Procurement Standards:
Lustre Loss: To accommodate rain-affected crops, the limit for lustre loss has been significantly increased up to 70%.
Shrivelled and Broken Grains: The permissible limit for shrivelled or broken grains has been relaxed from the standard 6% to 15%.
Damaged Grains: The threshold for slightly damaged or affected grains has been set at 6%, allowing more produce to qualify for procurement at the Minimum Support Price (MSP).

MSP Guarantee Despite Quality Relaxation
Shyam Singh Rana clarified that despite these relaxations in physical standards, there will be no value cut in the Minimum Support Price (MSP) offered to the farmers. The Haryana government has ensured that farmers receive the full MSP of ₹2,585 per quintal for their produce.
“Our goal is to ensure that no farmer is forced into a distress sale,” said Shyam Singh Rana. He further emphasized that the procurement process has been streamlined to provide payments within a stipulated timeframe, directly into the bank accounts of the farmers.
Monitoring and Mandi Management
During his recent visits to various grain markets, Shyam Singh Rana instructed officials to maintain 24/7 vigil and provide essential amenities like drinking water, shade, and proper lifting of stocks. The Minister urged farmers to bring dried crops to the mandis to facilitate faster moisture testing and immediate procurement.
The relaxation in norms is expected to benefit millions of farmers across the state whose crops were hit by erratic weather patterns just before the harvest season.
