Chandigarh, July 13 –
The Special Task Force of Haryana Police has achieved a significant breakthrough with the successful apprehension of Rakesh alias Kala Khairmpuria, a highly notorious criminal known for his extensive involvement in serious and violent crimes across Haryana. Rakesh, who also operated under aliases such as Kala Khairmpuria, had been evading law enforcement agencies since he jumped his parole in 2020. Throughout this period, he continued to orchestrate criminal activities initially from within India and after fleeing abroad from countries like UAE, Armenia and Thailand.
Background and Criminal History:
Rakesh’s criminal record began way back in 2014 and he has been charged with offences which include dacoity, robbery, murder, and illegal possession of firearms. Finally, he was convicted and sentenced to life imprisonment for a murder that he committed in 2015 in the area of Police Station Bhadra, Distt. Hanumangarh. He was sentenced in 2018 and after serving the sentence till 2020, he was released on parole and he never reported back. During this period, he evaded arrest and further expanded his criminal operations in Haryana and neighbouring states.
He committed another murder in Village Darauli in the area of PS Bhattu Kalan, Distt. Fatehabad in 2021. Kala could not be arrested and was declared a proclaimed offender (PO) in 2023.
International Operations and Network:
Utilising a fraudulently acquired passport, Rakesh fled the country in early 2023 and operated his criminal gang from abroad, forging alliances with local gangs and orchestrating violent acts. His affiliations extended to notorious criminal groups such as the Himanshu Bhau Gang and Neeraj Faridpuria Gang, contributing to a crime syndicate responsible for several high-profile crimes including targeted killings and extortion.
Notable incidents include the murder of a Sarpanch in Distt Sonipat in Dec 2023, the firing incident on a famous sweet shop in Gohana in January this year, a murder at Murthal eatery and the shootout at a Burger King outlet in Rajouri Garden, Delhi last month.
Recent Developments:
On June 24, 2024, three masked assailants opened fire outside the Mahindra car dealership in District Hisar, Haryana. The Special Task Force of Haryana Police initiated a thorough investigation, identifying Rakesh alias Kala Khairmpuria as the mastermind behind the incident. The investigation revealed that Rakesh arranged the arms and coordinated with the shooters in planning the attack and has claimed responsibility for orchestrating the attack at the car dealership through his Instagram account. The investigations linked him directly to the planning and execution of a violent incident at a car dealership in Hisar on June 24, 2024, underscoring his continued operational influence despite residing abroad.
Law Enforcement Efforts and Collaborative Strategy:
The Special Task Force carried out a thorough investigation to locate him. During the course of investigation, STF teams were able to establish and unearth a fake identity on which Kala had got his passport made.
Once his identity was established, the teams tracked his travel details and mounted surveillance on the target. After strenuous efforts, he was zeroed in a foreign country. The officials of Special Task Force (H) immediately coordinated with the Ministry of Home Affairs and also got the relevant Interpol references and notices issued against Kala. The MHA promptly took cognizance of the matter and coordinated with the various agencies both in India and abroad.
Meanwhile, the STF teams also got his passport, which he had obtained through fraudulent means, revoked. The required legal documents about establishing his identity and criminal record were shared with concerned law enforcement agencies through MHA. This collaborative effort led to the deportation of Rakesh @ Kala and he was then apprehended by the STF teams.
The arrest of Rakesh alias Kala Khairmpuria sends a resolute message regarding the Haryana Police’s unwavering commitment to control crime and maintain law and order in the state. The police remain steadfast in its resolve to pursue individuals involved in organised crime located anywhere in the world, dismantle their criminal networks and ensure that the perpetrators face the full force of the law.
