In a significant step towards public health safety, the Haryana government, under the leadership of Chief Minister Nayab Singh Saini, has imposed a one-year ban on the manufacture, sale, storage, and distribution of Gutkha, Pan Masala, and flavored chewing tobacco products across the state. The ban, which came into effect this month, is aimed at protecting citizens from the severe health risks associated with the consumption of tobacco-based products.
Strict Action Under Food Safety Act- Haryana Government
The Food and Drug Administration Department issued this order under the Food Safety and Standards Act, 2006, which empowers state food commissioners to take preventive action against food items considered harmful to health.
Manoj Kumar, the Commissioner of Food Safety, Haryana, stated that these products pose a serious threat to public health, particularly in rural and semi-urban areas where consumption is alarmingly high. He highlighted that this initiative is not only to reduce tobacco addiction but also to protect future generations from the genetic and long-term consequences of such products.

Why the Ban Was Imposed
According to the department, products like Gutkha and Pan Masala contain harmful ingredients, including heavy metals, banned chemical additives, silver leaf, binders, and anti-caking agents in quantities beyond permissible limits. These substances are directly linked to oral cancer, respiratory diseases, heart conditions, and even genetic mutations, which can impact future generations.
Nuh District Reports Highest Consumption
Authorities have reported that Nuh district in Haryana has the highest consumption rate of these banned substances. The
Haryana Government has instructed district-level officers, including Superintendents of Police, Chief Medical Officers, District Food Safety Officers, and Public Relations Officers, to ensure strict enforcement of the ban.
Awareness Campaigns to Follow
Alongside enforcement, the Haryana government plans to launch statewide awareness campaigns to educate people about the health hazards and legal consequences of consuming banned tobacco products. These campaigns aim to foster behavioral change, especially among the youth, and promote a tobacco-free environment.
Public and Expert Support
The decision has been widely appreciated by health experts and civil society organizations. They believe it is a bold and necessary step toward achieving the goal of a healthier Haryana. Experts argue that such preventive measures are essential in curbing the rising cases of lifestyle-related diseases in the state.
