Haryana Chief Minister Nayab Singh Saini has given a special pre-budget gift to all MLAs by approving ₹1.5 crore each for development works in their constituencies. This comes after the state budget 2025-26 had already allocated ₹5 crore per MLA for constituency development, marking the first time such a provision has been made.
The Haryana government has requested all MLAs to submit a priority list of development projects to the Department of Development and Panchayats so that funds can be released promptly and work can begin without delay.

Five Crore Allocation Over Five Years
Each MLA is set to receive a total of ₹5 crore over their five-year tenure. The fund distribution is structured in three installments: the first and second installments will be ₹1.5 crore each, while the third installment will be ₹2 crore. Importantly, the release of the next installment depends on at least 70% utilization of the previous fund. This allocation is separate from other funds that MLAs receive.
Pre-Budget Gift Addresses Delays
The decision to release ₹1.5 crore per MLA comes after a long delay in implementing the 2025-26 budget allocation. Nine months after the announcement of ₹5 crore for each MLA, uncertainty persisted about when the funds would be disbursed. The pre-budget approval ensures that MLAs can now start planning and executing development projects in their constituencies.
Issue Raised in Winter Assembly Session
The fund allocation was also raised during the Haryana Assembly’s winter session, with MLAs pressing the Chief Minister to expedite the release of their promised ₹5 crore. Congress MLA BB Batra highlighted the delay in the Assembly, urging the government to implement the budget announcement immediately.
This move by CM Nayab Singh Saini is expected to accelerate local development projects across Haryana and provide MLAs with the necessary resources to prioritize key initiatives in their constituencies.
