The new arrangement ensures that if a District Magistrate (DM) is on leave or absent for any reason, the first link officer will take charge of administrative work. In cases where both the DM and first link officer are unavailable, the second link officer will step in. This structure guarantees uninterrupted administrative services across all 13 districts of Delhi. Notably, the appointed link officers are DMs from other districts, bringing their prior experience and administrative expertise to the new role.

Since taking office, Delhi’s new BJP government has emphasized strengthening the administrative framework. The capital had long faced challenges due to mismatched district boundaries across revenue, police, and other departments, causing inconvenience to the public. Previous administrations did not address this problem effectively.
CM Rekha Gupta Prioritizes Administrative Reform
Chief Minister Rekha Gupta acted swiftly within the first three months of her government to address the issue. She highlighted that inconsistent district boundaries across various agencies created hurdles for both administration and citizens. Following her directive, Delhi’s districts were reorganized, establishing 13 streamlined districts.
As a result, the March 2024 notification was revised to implement the new link officer system. Under this system, each district is now assigned two link officers, ensuring administrative continuity during emergencies or leave periods.
