The Uttarakhand Cabinet has approved a significant amendment to land allocation rules in the Pragh Form Industrial Area. Under the new guidelines, any industrial land that remains unused for three years will have its allocation cancelled, ensuring efficient utilization of resources.
According to the amendment, industrial land allotted for setting up industries must be put to use within three years from the date of allocation. However, the allottee will have the right to sub-lease the land for similar purposes with the consent of the Revenue Department through the Industrial Development Department. This change aims to encourage productive use of industrial plots while providing flexibility to investors.

The Pragh Form Industrial Area in Udham Singh Nagar, spanning 1,354.14 acres, has been transferred to SIDCUL for industrial development. Earlier rules prohibited the allottee from selling, sub-leasing, or transferring the land in any manner other than for its intended purpose. The new amendment relaxes this restriction, allowing sub-leasing to another party for similar industrial purposes, provided prior approval is obtained.
Officials emphasized that the primary objective of this amendment is to prevent wastage of industrial land and ensure that all allocated land is utilized effectively to boost economic activity in the region. Any land that remains idle for over three years will face automatic cancellation of allocation.
This move is expected to strengthen industrial development in Uttarakhand by promoting timely utilization of land while maintaining regulatory oversight through the Industrial Development and Revenue Departments.
