Chief Election Commissioner (CEC) Gyanesh Kumar has begun a two-day visit to Uttar Pradesh, with the Election Commission focusing on voter awareness, electoral literacy and engagement with grassroots election officials. The visit comes ahead of the 2027 Uttar Pradesh Assembly elections, although no announcement regarding the election schedule has been made.

The visit of CEC Gyanesh Kumar has attracted political attention in the state, but his scheduled programmes are primarily focused on strengthening voter education and understanding the electoral process.

Focus on voter awareness among students

During his visit, CEC Gyanesh Kumar said programmes would be organised in schools, colleges and universities across Uttar Pradesh to help students understand the electoral process and the importance of transparency in elections.

The initiative is aimed at improving electoral literacy among young people and familiarising students with the functioning of the democratic system. The Election Commission plans to use both traditional and digital methods to make these activities more interactive.

Gyanesh Kumar calls BLOs the foundation of democracy

Speaking about his interaction with election officials, CEC Gyanesh Kumar highlighted the importance of Booth Level Officers, commonly known as BLOs.

He said BLOs play a crucial role because they work directly at the grassroots level and remain closely connected with voters. According to him, strengthening this network is important for an effective and transparent electoral system.

Gyanesh Kumar also spoke about his long association with Lucknow and said he had studied in the city during his early years. Uttar Pradesh Chief Electoral Officer Navdeep Rinwa received him at the Lucknow airport.

CEC to interact with around 500 booth-level officials

On Tuesday, CEC Gyanesh Kumar is scheduled to interact with around 500 Booth Level Officers from Lucknow and neighbouring districts.

The interaction is expected to focus on the functioning of election machinery at the booth level and the role of officials in voter-related activities.

CEC Gyanesh Kumar is also scheduled to interact with students at Colvin Taluqdars’ College, where he received his early education. The programme will provide students with an opportunity to learn more about elections and democratic participation.

Regional conference on ELC 2.0 and ECINet

Another key programme during the visit is a regional conference at the Indira Gandhi Pratishthan. The event will focus on Election Literacy Clubs 2.0, or ELC 2.0, and the Election Commission’s digital platform, ECINet.

The Election Literacy Club initiative was originally launched in 2018 under the Systematic Voters’ Education and Electoral Participation (SVEEP) programme. It is now being expanded and redesigned as ELC 2.0.

What is the objective of ELC 2.0?

ELC 2.0 aims to make electoral literacy activities more regular, experience-based and digitally driven across schools, colleges and universities.

The initiative seeks to keep students engaged with electoral education throughout the year instead of limiting awareness activities to the period immediately before elections.

Regional conferences on ELC 2.0 and ECINet are also expected to be organised in Meerut and Varanasi after the Lucknow programme.

2027 UP elections remain a key backdrop

The Uttar Pradesh Assembly elections are expected to be held in early 2027. As a result, the visit of CEC Gyanesh Kumar has generated interest among political observers and parties in the state.

However, the programmes announced during the visit are centred on electoral literacy, voter awareness and interaction with election officials. No specific announcement regarding the dates or schedule of the 2027 Assembly elections has been made during the visit.
