Uttarakhand Cabinet approves 17 proposals, including Cooperation Policy 2026, CNG green cess exemption, EV policy plans and employee welfare measures.
The Uttarakhand Cabinet Meeting, chaired by Chief Minister Pushkar Singh Dhami, approved 17 important proposals covering cooperation, transport, healthcare, personnel, urban development and other sectors. The decisions include approval of the Uttarakhand State Cooperation Policy 2026 and continuation of the green cess exemption for CNG vehicles.
Cooperation Policy 2026 Gets Cabinet Nod
During the Uttarakhand Cabinet Meeting, the state government approved the Uttarakhand State Cooperation Policy 2026. The policy will focus on seven key missions aimed at strengthening the cooperative sector.
The Cabinet also approved amendments related to motor vehicle taxation. While the green cess exemption for CNG vehicles will continue, the existing relief available to hybrid vehicles has been withdrawn.
New EV Policy to Be Prepared
The Chief Minister directed officials to study electric vehicle policies implemented in different states and prepare a new EV policy for Uttarakhand.
The Cabinet also approved the Uttarakhand Medical and Family Welfare Statistical Cadre. Another significant decision was the formation of the Uttarakhand Medical Supply Corporation for procuring medicines, surgical equipment and chemicals.
The corporation will function under the leadership of the Chief Secretary.
Land for National Centre for Disease Control
The Cabinet approved the allocation of one acre of land in Haridwar for the National Centre for Disease Control. The Carapal Service Rules were also approved.
Other decisions included approval of the Uttarakhand Lokayukta Search Committee 2026 under the Uttarakhand Lokayukta Act, 2014, and the Uttarakhand Population Survey Records Rules.
Decisions on Employees and Equal Pay
The Uttarakhand Cabinet Meeting also brought several decisions concerning UPANAL employees. The government has decided to implement equal pay for equal work in three phases, with the second phase scheduled to begin from November 9.
Employees who were associated with the system up to 2018 have been included in the proposed arrangement. The Cabinet also approved dearness allowance for employees who had a break in service from January 1, 2016.
The government will consider creating new posts against sanctioned positions where required. A committee at the government level will examine the matter, while eligible employees may be adjusted if new posts are not created.
Dedicated Cell for Retired Agniveers
The state government will establish a dedicated cell for Agniveers returning after completion of their service. A proposal for six posts has been received for the new cell.
The move is aimed at providing a dedicated institutional mechanism to assist former Agniveers with opportunities and related matters after their service.
1,320 MW Power Plant Approved
Another major decision concerns a 1,320 MW coal-based power plant. According to the information shared after the meeting, the project has been awarded to Adani Power as the lowest bidder. A coal block has already been allocated in Chhattisgarh for the project.
The project has been awarded for a period of 25 years, with Adani Power set to develop the plant.

Road Repairs and Essential Commodities
The government also discussed road damage caused by the monsoon. Officials were directed to ensure that budgetary requirements of panchayats and urban local bodies are addressed so that repair work can begin immediately after the rains.
The Cabinet also instructed officials to keep a close watch on the availability of essential commodities, including sugar, to prevent supply-related difficulties.
Cancer Institute and Urban Infrastructure
A proposal by the Antyodaya Foundation for a cancer institute in Rishikesh was approved. The Cabinet also cleared works related to drinking water and sewerage facilities in urban local bodies.
For residents of 116 houses in the Kath Bangla area along the Rispana river, the government will bear the 10 percent amount that was earlier to be collected from residents of the settlement.
The rules of Uttaranchal University under the Uttarakhand Private Universities Act were also approved.
Statues of Martyrs to Be Installed in Villages
The government has also decided to install statues of Uttarakhand’s martyrs in their respective villages. The initiative is aimed at honouring the contribution and sacrifice of those who laid down their lives for the state and nation.
