CM Yogi government’s historic step for outsourcing employees: Uttar Pradesh Outsourced Service Corporation to be formed
Uttar Pradesh Chief Minister Yogi Adityanath has taken a historic decision to protect the interests of lakhs of outsourcing employees of the state. He has approved the formation of ‘Uttar Pradesh Outsourced Service Corporation’, which will not only ensure transparency, but also establish stability and trust in the lives of employees.
The Chief Minister discussed in detail the structure, working style and scope of the Corporation at a high level meeting held at his residence today. He made it clear that the Government is fully committed to protecting the labour, dignity and rights of the workers and their socio-economic interests are of utmost priority.
There is a need for a comprehensive reform of the present system.
The Chief Minister pointed out that at present, the selection of outsourced agencies is done in a decentralized manner, which leads to many problems like salary cut, not getting salary on time, being deprived of benefits like EPF / ESI. A strong and transparent system is needed to improve this.
Structure and functioning of the company
The corporation will be formed under the Companies Act.
A board of directors and a director general will be appointed under the chairmanship of the chief secretary.
Committees have been formed at district and taluk levels.
The selection of outsourced agencies will be through GeM portal for at least three years.
Special care will be taken to ensure that the services of existing employees are not disrupted. Experience will be given priority in the selection process.
Employees will be paid on time and will receive all benefits.
The Chief Minister has directed that the salary of every employee should be sent directly to their bank accounts by the 5th of every month. Also, EPF, ESI and other financial benefits should also be deposited and made available on time. The reservation policy will be fully followed in all the appointments. SC, ST, OBC, EWS, women, disabled and ex-servicemen will get due representation. Priority will be given especially to divorced, destitute and abandoned women.
The corporation will be a monitoring body.
This corporation will act as a regulatory body, which will monitor the outsourced agencies. In case of any irregularity, blacklisting, debarment and penal action will be taken on the agencies.
No outsourcing of government jobs
The Chief Minister also made it clear that there would be no outsourcing of regular posts. No employee shall be relieved from service until the recommendation of the officer concerned is received.
Chief Minister Yogi Adityanath said that the ‘Uttar Pradesh Outsourced Service Corporation’ will add a new chapter of transparency and accountability in the administrative system of the state. This will not only provide dignity and security to lakhs of employees, but will also increase the efficiency of government functioning.
