Priyanka Kakkar questions BJP’s changes to Delhi Solar Policy, raising concerns over incentives, sector coverage and the promotion of renewable energy.
Aam Aadmi Party (AAP) chief spokesperson Priyanka Kakkar has questioned the provisions and conditions introduced in Delhi’s revised solar policy under the BJP government. She claimed that the original solar policy was brought in by former Delhi Chief Minister Arvind Kejriwal and alleged that the current government is only modifying it.
According to Priyanka Kakkar, the earlier policy covered residential, industrial and commercial consumers, while the revised policy, according to her, primarily focuses on residential households. She demanded that the BJP government explain why the scope of the policy has been changed.
Priyanka Kakkar Raises Questions Over Policy Changes
Priyanka Kakkar said the solar policy introduced during the Kejriwal government was designed to encourage wider adoption of rooftop solar systems across different categories of consumers.
She claimed that the earlier framework included provisions for residential as well as industrial and commercial sectors. In contrast, she alleged that the amendments made by the BJP government do not provide similar emphasis to industrial and commercial establishments.
The AAP spokesperson urged the BJP government to clarify its position on the issue and explain the reasoning behind the changes.
Questions Raised Over Generation-Based Incentive
A major point raised by Priyanka Kakkar relates to the generation-based incentive under the earlier policy. She said consumers installing solar panels could receive an incentive linked to the amount of electricity generated.
According to her, the incentive was intended to encourage more people to adopt solar energy by creating a financial benefit from electricity generation. She alleged that this provision has been removed following the changes made to the policy.
Priyanka Kakkar questioned whether the revised conditions could discourage residents and other consumers from investing in solar panels.

AAP Links Solar Policy With Pollution Control
The AAP leader also highlighted the environmental benefits of expanding solar energy in Delhi. She argued that encouraging rooftop solar installations could contribute to reducing dependence on conventional sources of electricity and support efforts to tackle the city’s pollution problem.
She maintained that the government should focus on expanding the adoption of renewable energy rather than introducing conditions that could make the policy less attractive to consumers.
‘Take the Credit, But Don’t Harm Delhi’
Priyanka Kakkar appealed to the BJP government to continue and strengthen the beneficial aspects of the earlier solar policy, even if the government wants to take political credit for the initiative.
She said the AAP’s demand is not about who gets credit for the policy but about ensuring that Delhi residents and the environment benefit from greater solar adoption. She also called for a clear explanation from the BJP regarding the amendments and the removal of the generation-based incentive.
The comments by Priyanka Kakkar have put the spotlight on the policy direction being followed by the Delhi government and the role of incentives in encouraging households and businesses to shift towards renewable energy.
