Punjab aims to become a defence and aerospace manufacturing hub through its 2026 industrial policy, investment incentives, MSME integration and advanced skills training.
In a major push to diversify its manufacturing landscape and tap into strategic high-growth industries, Punjab is positioning itself as India’s next premier defence and aerospace manufacturing destination. Long celebrated as the sword-arm of the nation, the border state is executing a calibrated strategy to transition from supplying soldiers on the front lines to producing precision engineering, cutting-edge defence technology, and aerospace components.
Addressing captains of industry at the 9th Confederation of Indian Industry (CII) Manufacturing Excellence Exposition, Punjab’s Minister for Industries, Commerce, and Skill Development, Aman Arora, announced that defence and aerospace have been identified as primary economic growth drivers.
—Punjab has historically played an unparalleled role in India’s defence, contributing over 12 per cent of the country’s soldiers despite accounting for only about 2 per cent of the national population,‖ Arora observed. —In this era of modern warfare, sheer courage must be reinforced with advanced technological prowess. Our objective under Chief Minister Bhagwant Mann’s leadership is to ensure Punjab produces not only valiant soldiers, but also the world-class engineers, technicians, and innovators powering India’s defence self-reliance‖.

Surging Investment Momentum & Policy Thrust
The strategic pivot comes against the backdrop of significant investment momentum. Since 2022, Punjab has drawn investment proposals worth ₹1.92 lakh crore, with an estimated employment potential of 6.5 lakh jobs. In the first six months of FY 2026–27 alone, the state attracted 1,626 proposals totalling ₹32,110 crore, projected to generate over 91,000 jobs.
To channel these capital flows directly into high-tech manufacturing, the state has rolled out the Industrial and Business Development Policy 2026. The policy offers competitive fiscal incentives of up to 125% of eligible capital investment in priority sectors, specifically highlighting defence and aerospace alongside electric vehicles, auto components, electronics, and sports goods.
Complementing the fiscal framework is the revamped FastTrack Punjab single-window portal, which guarantees time-bound clearances within 45 working days, systematically curbing regulatory friction for incoming investors.
Leveraging Industrial DNA for Defence Supply Chains
Punjab’s bid for defence manufacturing rests on an established engineering foundation. The state is already home to mature industrial clusters across Ludhiana, Jalandhar, Mohali, and
Patiala, specialising in precision auto components, casting, hand tools, fasteners, textiles, and sports gear.
Speaking alongside former Chief of the Air Staff, Air Chief Marshal B.S. Dhanoa (Retd.), Arora urged defence public sector undertakings (DPSUs) and original equipment manufacturers (OEMs) to actively integrate Punjab’s micro, small, and medium enterprises (MSMEs) into their tier-1 and tier-2 vendor ecosystems.
—Every investment proposal means a larger factory, more jobs, and direct business for local suppliers,‖ Arora stressed. —When our MSMEs scale up to supply precision-machined aerospace parts, the entire industrial backbone of the state expands‖.
Strategic logistics further reinforce the state’s pitch: dual international airports at Mohali and Amritsar, a major Indian Air Force airbase at Adampur, and an extensive network of dry ports and dedicated freight connectivity.
Institutional Tie-Ups and Industry-Driven Skilling
Acknowledging that advanced aerospace manufacturing requires specialised human capital, the state organised a dedicated Defence Skills Conclave that convened national defence leadership, leading conglomerates, and premier academic institutes.
Defence Secretary Rajesh Kumar Singh commended Punjab’s proactive initiative, highlighting that the state’s martial heritage and mechanical aptitude provide an ideal breeding ground for strategic engineering.
To bridge the gap between academic training and assembly lines, the Punjab government formalised strategic Memoranda of Understanding (MoUs) with key apex bodies and global technology leaders:
- Society of Indian Defence Manufacturers (SIDM)
- NASSCOM
- Microsoft, IBM, and 1M1B (One Million for One Billion)
These tie-ups focus on co-designing curricula for Industrial Training Institutes (ITIs), polytechnics, and engineering colleges, providing specialized training in artificial intelligence, digital twinning, precision CNC machining, and aerospace electronics. Leading institutions—including IIT Ropar, IIT Delhi, Punjab Engineering College (PEC), and Chandigarh University—are collaborating with industry heavyweights such as Tata Advanced Systems, Bharat Forge, L&T Defence, and Mahindra Defence Systems to foster R&D incubation and direct apprentice-to-employment pipelines.
The Road Ahead
As India accelerates its Aatmanirbhar Bharat mandate to localize defence procurement, Punjab’s alignment of fiscal flexibility, institutional partnerships, and specialized skilling positions the state to secure a pivotal role in the nation’s aerospace and defence supply chains. By upgrading its traditional workshops into high-precision manufacturing nodes, Punjab is scripting a bold industrial renaissance.
