Punjab Government unveils a 10-point startup strategy to support 1,261 registered startups through funding, incubation, research and market access.
Aiming to pivot its economy from traditional agrarian and manufacturing roots toward high-growth, knowledge-driven sectors, the Government of Punjab has rolled out an aggressive operational roadmap to strengthen its startup ecosystem. Anchored by a registered base of 1,261 startups, the new initiative establishes a 10-point reform agenda designed to bridge the gap between academic research, venture capital, and commercial enterprise.
The policy framework positions Startup Punjab as the central nodal agency responsible for synchronizing state resources with national schemes, creating a frictionless digital environment, and supporting founders from ideation through global commercialization.
Shifting from Traditional Enterprise to High-Tech Ventures
Punjab has long been recognized for its entrepreneurial culture, powering key national industries such as textiles, light engineering, and food production. However, the state’s latest policy framework emphasizes a decisive transition toward knowledge- and technology-driven business models. By treating innovation, research, and technical entrepreneurship as primary drivers of long-term economic expansion, the government is focusing state assistance on founders developing high-value, scalable intellectual property.
Under this mandate, Startup Punjab will align state programs with Union Government startup initiatives, simplifying how emerging businesses access central grants, compliance exemptions, and investor networks.
Leveraging Premier Academia for Research-Led Innovation
A cornerstone of the 10-point plan is establishing direct pipelines between technical universities and commercial incubators. Punjab is home to some of India’s premier higher education and scientific research institutions, whose technical capabilities have often remained disconnected from local commercial manufacturing.
The government is building institutionalized industry–academia linkages with:
- Indian Institute of Technology (IIT) Ropar
- Indian School of Business (ISB) Mohali
- Indian Institute of Science Education and Research (IISER) Mohali
- National Institute of Pharmaceutical Education and Research (NIPER)
- State and technical universities across Punjab
These partnerships are structured to convert university-developed patents and lab prototypes into viable commercial spin-offs, positioning the state as a destination for research-led entrepreneurship.

Infrastructure Expansion: Co-Working Hubs and New Incubators
Recognizing that early-stage capital is often drained by high overhead costs, the state is rolling out widespread shared physical and technological infrastructure. The government plans to expand incubation centers and startup accelerators across colleges, universities, public facilities, and private industry hubs.
To further reduce burn rates for young businesses, the state will support the development of:
- Subsidized co-working spaces across urban and semi-urban
- Shared R&D and prototyping labs equipped with specialized testing
- Digital infrastructure and access to shared professional services, including legal, IP registration, and accounting support.
Priority Sectors: High-Tech Manufacturing and Life Sciences
Rather than pursuing a generic incubation model, the state has identified strategic verticals that capitalize on Punjab’s economic strengths and modern technical capabilities:
- Digital Manufacturing: Automation, industrial IoT, and advanced engineering
- Biotechnology & Life Sciences: Pharmaceuticals, clinical diagnostics, and
- Agro & Food Processing: Value-added agricultural products, smart supply chain technology, and cold-chain innovations.
- Healthcare & Medical Technologies: Affordable medical devices, digital health services, and diagnostic equipment.
- Information Technology & Software: Enterprise SaaS, IT-enabled platforms, and digital solutions.
- Tourism & Sustainable Hospitality: Tech-enabled travel and cultural heritage
Public Procurement Relaxations and Market Access
A persistent hurdle for early-stage companies is securing reference enterprise customers. To solve this, the Punjab Government is opening its own procurement pipeline to local innovators.
Eligible startups registered with Startup Punjab will receive exemptions and preferential treatment in state government public tenders, in accordance with official procurement guidelines. By waiving prior turnover or prior experience criteria often required in standard government contracts, early-stage enterprises can secure government departments as institutional clients, validating their solutions at scale.
In addition to government procurement, the state is facilitating connections with angel syndicates, venture capital funds, and domestic and global market accelerators to open external business-to-business (B2B) channels.
Inclusive and Grassroots Entrepreneurship
To ensure the innovation economy extends beyond tier-1 cities like Mohali and Ludhiana, the policy integrates affirmative support for underrepresented founders. Dedicated programs and targeted handholding will be deployed for:
- Women entrepreneurs launching tech or commercial
- Founders from Scheduled Caste (SC) communities, marginalized groups, and differently-abled individuals.
- Rural impact startups tackling regional challenges, including farm-waste management, rural logistics, decentralised clean power, and local livelihood
These founders will receive specialized mentoring, capacity-building workshops, and targeted financial assistance to lower the barriers to entry.
Single Digital Gateway: Startup Punjab Portal & App
To streamline administrative requirements, the state is unifying all government touchpoints into a single digital interface via the Startup Punjab Portal and Mobile App.
Through this platform, entrepreneurs can:
- Complete digital startup registrations with state
- Track regulatory clearances and statutory approvals across
- Apply for state-sponsored incentives, grants, and procurement
- Connect directly with vetted mentors, institutional incubators, and fellow
By replacing fragmented departmental processes with a unified portal, the government aims to create an agile regulatory environment that mirrors modern startup operations.
With these institutional, academic, and financial pillars in place, Punjab is actively reshaping its economic profile. By modernizing its 1,261-strong startup network through access to capital, public procurement, and advanced research facilities, the state is laying the foundation for sustainable high-tech enterprise and high-skill job creation.
