Punjab has capped sugar stocks at 4,000 quintals per location to curb hoarding and black marketing. Traders must update stock details weekly online.
The Punjab government has strengthened its monitoring of sugar stocks and market supply to prevent hoarding and black marketing. Under the new Punjab Sugar Stock Limit, traders will not be allowed to keep more than 4,000 quintals of sugar at a single location.
The stock restrictions will remain in force until November 30, 2026. Traders will also be required to report their stock details through the department’s online portal and update the information every week.
Sugar Stock Capped at 4,000 Quintals
Under the Punjab Sugar Stock Limit, a sugar trader can store a maximum of 4,000 quintals at one location. The government has also restricted traders from holding purchased sugar for more than 30 days.
Officials have been instructed to take action against businesses found violating the prescribed stock limit or storage period.
Food and Civil Supplies Minister Lal Chand Kataruchak directed officials to closely monitor sugar availability, stocks and supplies across the state. He said ensuring adequate sugar availability for consumers remains a priority.

Surprise Inspections Planned Across Punjab
The department has ordered the formation of inspection teams at the district level. These teams will check the stock maintained by wholesalers, dealers and other businesses involved in the sugar trade.
Officials will conduct surprise inspections to identify cases of excessive storage and possible hoarding. Any trader found violating the rules could face action according to the applicable regulations.
A special monitoring committee has also been established at the headquarters level. It will track stock-related information received from different districts and monitor the overall situation.
Traders Must Update Stock Details Weekly
Another important part of the Punjab Sugar Stock Limit framework is mandatory online reporting. Sugar traders will have to enter their stock details on the department’s designated portal.
The information must be updated every week. Providing incorrect details, concealing stocks or storing sugar beyond the permitted limit could lead to regulatory action.
The system is intended to give authorities a clearer picture of the amount of sugar available with traders and help identify unusual stock patterns.
Government Focuses on Preventing Artificial Shortage
Officials have also been directed to ensure that hoarding does not create an artificial shortage of sugar in the market. The government wants consumers to have adequate access to sugar according to demand.
The Punjab Sugar Stock Limit is therefore aimed not only at controlling excessive storage but also at maintaining a steady supply chain across the state.
Rules Effective Until November 30
The current Punjab Sugar Stock Limit measures will remain applicable until November 30, 2026. During this period, district inspection teams and the headquarters monitoring committee will keep track of stocks and market availability.
With weekly online reporting, surprise inspections and a defined storage ceiling, the government has tightened oversight of the sugar trade in an effort to prevent hoarding and black marketing.
