Rajasthan Cabinet removes jail terms for minor offences, introduces higher fines, approves new tourism policy, reforms compassionate appointments and airport development.
In a significant move aimed at improving public convenience and governance, the Rajasthan Cabinet led by Chief Minister Bhajanlal Sharma approved several major decisions during the cabinet and council of ministers meeting held on Wednesday, December 3. The state government has given the green light to the Rajasthan Jan Vishwas (Amendment) Act, following the model of the Central Government, ensuring that minor mistakes will no longer result in jail time. Instead, these offences will now attract monetary penalties.
The meeting also saw crucial decisions related to tourism, compassionate appointments, the Rajasthan diaspora policy, and airport development.
Jail Term Abolished for Minor Violations
The state government has removed provisions mandating imprisonment for minor offences across 11 different laws. Under the new amendments, individuals will face only financial penalties for small mistakes instead of imprisonment.
Cabinet ministers Jogaram Patel and Sumit Godara stated that the intent behind these changes is to prevent unnecessary imprisonment while promoting ease of living and ease of doing business in Rajasthan.
Penalty for Cutting Trees Increased Tenfold
The Cabinet approved major revisions in forest-related rules. The penalty for cutting a tree for the first time has been increased from ₹100 to ₹1,000. For repeat offences, the penalty has been raised from ₹200 to ₹2,000.
Activities such as wood collection or causing damage to forest produce will now attract monetary fines instead of imprisonment. Similarly, grazing animals in forest areas will no longer lead to jail time. The government believes that higher penalties will ensure compliance, while minor mistakes won’t lead to unnecessary incarceration.

Only Fines for Water Wastage
Laws related to water wastage have also been amended. Earlier, some violations carried the possibility of jail term. Now, all such provisions have been converted to monetary penalties. Several other similar amendments have been approved across multiple laws.
Rajasthan Approves New Tourism Policy
The state government has introduced a comprehensive new tourism policy. This policy integrates religious, cultural, and historical themes to promote tourism across the state.

Establishment of Tourism Circuits and “Shaurya Circuits” showcasing stories of Rajasthan’s brave warriors

Aim to position Rajasthan among the top two tourism destinations in India (currently ranked fifth)
Additionally, every district will have a District Tourism Development Committee headed by the Collector, focusing on improving tourist safety, facilities, and overall experience.
