Yogi Adityanath stresses time-bound justice and public trust in constitutional institutions at the UP Lokayukta’s 50th Foundation Day event.
Uttar Pradesh Chief Minister Yogi Adityanath on Monday underlined the importance of public trust in strengthening democracy, saying constitutional institutions must ensure impartial and time-bound disposal of citizens’ grievances.
Addressing the 50th Foundation Day programme of the Uttar Pradesh Lokayukta Organisation, the Chief Minister said the effectiveness of any institution should ultimately be judged by whether an ordinary citizen can approach it confidently and receive justice within a reasonable timeframe.
Public Trust Is the Real Measure of Democracy
Yogi Adityanath said the confidence of ordinary citizens in constitutional institutions is one of the strongest foundations of a democratic system.
He emphasised that merely creating institutions is not enough. Their credibility depends on how effectively they respond to genuine public concerns and whether citizens feel that their complaints will be heard fairly.
According to the Chief Minister, good governance requires institutions to remain accessible to every section of society, including people at the last rung of the social and economic ladder.
Lokayukta Completes 50 Years
Speaking about the Lokayukta organisation’s five-decade journey, Yogi Adityanath congratulated officials, law officers and young law students associated with the institution.
He recalled that the organisation began its official functioning on September 14, 1977, under Justice Vishwambhar Dayal. It is currently headed by Lokayukta Justice Sanjay Mishra.
The Chief Minister said the institution’s long journey reflects the importance of mechanisms that allow citizens to raise concerns regarding governance and public administration.
Warning Against Baseless Complaints
While calling for quick action on genuine grievances, Yogi Adityanath also cautioned against the misuse of grievance mechanisms through unsubstantiated complaints.
He said petitions should contain specific allegations and supporting evidence wherever necessary. Complaints without adequate substance, he argued, can consume valuable administrative time and potentially delay justice for citizens with legitimate concerns.
The Chief Minister stressed that the system has limited time and resources, making it important to distinguish genuine cases from frivolous or unsupported petitions.

Technology Can Improve Governance
The Uttar Pradesh Chief Minister also highlighted the role of technology in making government systems more transparent and efficient.
Citing reforms in the Public Distribution System, he said electronic Point of Sale machines and real-time monitoring have helped curb irregularities and contributed to a reduction in complaints related to the distribution system.
These technology-based interventions, according to him, demonstrate how digital monitoring can strengthen accountability while improving the delivery of government services.
Revenue Cases Put Under Fixed Timelines
Yogi Adityanath also referred to reforms in Uttar Pradesh’s Revenue Department. He said a large number of land-related cases were pending in 2017, creating difficulties for citizens seeking resolution of issues related to property and land records.
He said fixed timelines have since been introduced for matters including inheritance, land measurement and land-use cases. The objective, he said, is to reduce unnecessary delays and make officials more accountable for resolving cases.
Time-Bound Justice Key to Good Governance
The Chief Minister said technology-driven reforms must go hand in hand with time-bound grievance redressal. He argued that citizens’ confidence in government and democratic institutions can grow only when complaints are handled fairly, transparently and within defined timelines.
Yogi Adityanath said public trust should remain the central benchmark for constitutional institutions and governance. Institutions that consistently meet citizens’ expectations, he added, can strengthen democracy by ensuring that people feel heard and receive timely justice.
