Uttarakhand CM Pushkar Singh Dhami has unveiled a comprehensive plan to address the rising human-wildlife conflict across the state. Key measures include the installation of solar fencing and sensor-based alert systems, creation of modern wildlife sterilisation (animal birth control) centres, and setting up district-level wildlife rescue and rehabilitation facilities.
According to the Chief Minister’s Office, Dhami highlighted that incidents involving elephants, leopards, bears, nilgai, monkeys, and other wildlife damaging crops, infrastructure, and endangering human life have been increasing. To address this, the state will implement a phased security system incorporating solar fencing and sensor alarms to prevent such conflicts effectively.

CM Pushkar Singh Dhami also announced the establishment of wildlife sterilisation centres in each district to manage populations of langurs, monkeys, wild boars, and bears under the supervision of the Forest Department. Additionally, rehabilitation and rescue centres will be set up for animals involved in human-wildlife encounters. The plan includes reserving at least 10 nali of forest land in hilly regions and 1 acre in plain forest areas for these initiatives.
Highlighting the urgency, Dhami stated that these measures are a top priority, with a detailed implementation strategy to be presented within two weeks. He also mentioned an additional Rs 5 crore allocation to the Forest Department for essential resources such as nets, cages, and tranquilisation guns.
For effective conflict prevention, powers under the Central Wildlife Protection Act will be decentralised, enabling Forest Department officers at the ranger level to act promptly against dangerous wildlife. Necessary rule amendments will be made as required. CM Pushkar Singh Dhami also noted recent discussions with Union Minister Bhupender Yadav on enhancing these initiatives.
These steps aim to safeguard both residents and wildlife while maintaining ecological balance in Uttarakhand.
