Rajya Sabha MP Raghav Chadha urges India to adopt a blockchain-based land registry to resolve property disputes faster, ensure transparency, and improve property tax compliance.
Rajya Sabha MP Raghav Chadha has called for a sweeping reform in India’s land record system by putting all property and land documents on a blockchain-based registry. Speaking during the Budget discussion in the Upper House, Chadha emphasized that India’s land records are in “utter chaos,” causing citizens to face endless delays while middlemen exploit the system.
Raghav Chadha highlighted the systemic issues plaguing property ownership, registration, and dispute resolution. “Ordinary citizens are made to run from pillar to post at registrar offices, while dalals and middlemen capture the system,” he said. He stressed that digitization using blockchain technology could significantly reduce disputes, enhance transparency, and improve property tax compliance.
The Case for a Blockchain Land Registry
The MP pointed out that land-related disputes account for roughly 66% of civil cases in India, with an average resolution time of seven years. Furthermore, nearly 45% of properties lack clear titles, and 48% of properties are currently under legal disputes. “Even a simple property sale can take two to six months,” Chadha said, adding that around 6.2 crore property documents are yet to be digitized.

Raghav Chadha called for the establishment of a National Blockchain Property Register, citing international examples from Sweden, Georgia, and the UAE where blockchain-enabled registries have drastically reduced transaction times and disputes.
“This system would be tamper-proof, fully transparent, and time-stamped, allowing instant title verification and real-time tracking of every sale, mutation, and inheritance,” he said. Chadha emphasized that India must transition from a chaotic land record system to one that ensures clarity and prevents disputes.
Impact on Property Tax and Real Estate
Raghav Chadha explained that blockchain adoption could curb the misuse of circle rates in cash transactions, prevent leakages in property tax collection, and reduce fraudulent documentation and encroachments.
The proposal aligns with broader efforts to modernize India’s property and real estate sector. The Reserve Bank of India (RBI) has recently suggested allowing banks to provide loans to Real Estate Investment Trusts (REITs), a move expected to reduce funding costs, support long-term growth, and enhance returns for investors.
By digitizing India’s property records on blockchain, experts say the country could witness faster dispute resolution, a more transparent system, and significant gains for property owners, the government, and financial institutions alike.
Raghav Chadha concluded, “India must move from chaos to clarity. From a land record system that creates obstacles to one that prevents them. Blockchain offers a pathway to finally achieve this vision.”
