Addressing the assembly, Harpal Singh Cheema revisited the tragic events of February 4, 1986. He reminded the house that the era of sacrilege in Punjab began under the Surjit Singh Barnala-led Akali government. During the Saka Nakodar incident, five sacred pages of Sri Guru Granth Sahib Ji were desecrated, followed by the martyrdom of four Gursikhs. Harpal Singh Cheema emphasized that the brutal lathi charge on a peaceful congregation remains a permanent stain on the SAD’s governance record.

Repetition of History: From 1986 to 2015
The Finance Minister noted that the patterns of suppression seen in the 1980s were tragically repeated decades later. Harpal Singh Cheema pointed out that during the Akali administration in 2015, the state witnessed similar sacrilege incidents in Bargari and Behbal Kalan. He argued that the previous governments failed to provide justice, instead allowing the culprits to remain shielded from the law.
“The previous regimes offered only suppression, but the government led by Chief Minister Bhagwant Mann is offering accountability. This Bill is a promise to every Punjabi that the sanctity of our Guru will be protected by law,” said Harpal Singh Cheema.
A New Era of Strict Action
The highlight of the session was the introduction of the ‘Jagat Jyoti Sri Guru Granth Sahib Respect Bill.’ Harpal Singh Cheema stated that this legislation is a historic step to ensure that strict action is taken against every individual involved in acts of sacrilege. Unlike previous eras where investigations stalled, this Bill provides a robust legal framework to deter and punish offenders.
