Haryana government puts reservation-based promotions for SC employees in Group A and B posts on hold until the Punjab and Haryana High Court decides the pending appeal.
The Haryana government has taken a significant administrative decision regarding Promotion Reservation for Scheduled Caste (SC) employees. The state has temporarily stopped reservation-based promotions for Group ‘A’ and Group ‘B’ posts. The decision will remain in effect until the Punjab and Haryana High Court delivers its final verdict on the pending appeal.
According to the latest directions issued by the Human Resources Department, the benefits of Promotion Reservation under the instructions dated October 7, 2023, will not be extended until the legal proceedings are finally settled.

Why Has Haryana Put Promotion Reservation on Hold?
The decision comes against the backdrop of a Punjab and Haryana High Court ruling dated April 1, 2025. The court had upheld the provision allowing 20% reservation for SC employees in Group ‘A’ and Group ‘B’ posts.
However, the court also directed that employees falling under the ‘creamy layer’ should not receive the benefit of this reservation. The Haryana government subsequently challenged the High Court’s decision and filed an appeal, which is still awaiting a final decision.
In view of the pending legal proceedings, the government has now decided to keep the reservation-based promotion process on hold. The latest order is intended to maintain the existing position until the court provides further clarity.
Reserved Posts to Remain Vacant for Now
The new government directions state that posts reserved for Scheduled Caste employees will remain vacant for the time being. This means such vacancies will not be filled through reservation-based promotions until the pending legal issue is resolved.
However, the government has clarified that the order does not stop promotions that are based on the normal service rules.
Employees who qualify for promotion under the principle of ‘seniority-cum-merit’ will continue to be considered according to the applicable rules. Therefore, the latest decision does not amount to a blanket ban on all promotions in the state government departments.
What Happens When SC Representation Is Already 20% or More?
The government has also clarified the position in cases where SC representation in a particular cadre is already 20% or above.
Even in such cadres, eligible employees can be considered for promotion under the normal rules. The key distinction is between promotions granted through the reservation provision and promotions made through the regular seniority and eligibility process.
This means employees who meet the regular promotion criteria will not automatically lose their opportunity because of the latest order.
New Directions Effective Immediately
The Human Resources Department has stated that the new instructions have come into effect immediately. Departments will therefore have to follow the revised position while dealing with promotion cases involving reserved vacancies.
The government’s move is closely linked to the pending appeal before the Punjab and Haryana High Court. The future of Promotion Reservation in these categories will become clearer once the court gives its final decision.
What Does This Mean for Government Employees?
For SC employees expecting promotion specifically under the reservation provision for Group ‘A’ and Group ‘B’ posts, the latest decision means they may have to wait until the legal dispute is settled.
At the same time, employees eligible under the regular promotion mechanism will continue to be considered according to service rules. Similarly, cadres where SC representation has already reached or crossed the 20% mark will continue to follow the applicable normal promotion procedure.
The Haryana government’s latest order has therefore created a temporary pause rather than a complete suspension of all promotions. The final legal outcome of the pending appeal will determine how Promotion Reservation is implemented going forward.
For now, the reserved posts will remain vacant, while eligible employees under the general promotion rules will continue to be considered. The next major development will depend on the final decision of the Punjab and Haryana High Court.
