AAP councillors raised alleged Satya Niketan PG building violations in the MCD Standing Committee, with Ankush Narang seeking clarity and action.

Aam Aadmi Party (AAP) councillors raised the issue of an alleged illegal paying guest (PG) facility linked to BJP MLA Anil Sharma in Satya Niketan during the Municipal Corporation of Delhi (MCD) Standing Committee meeting on Thursday.

AAP senior leader and MCD Leader of Opposition (LoP) Ankush Narang alleged that the property was being operated in violation of MCD building norms and questioned why action had not been taken against it. The allegations were also detailed in an AAP statement issued on September 25, 2026.

Ankush Narang Raises Questions Over Satya Niketan PG

According to Narang, the Satya Niketan PG is a six-storey structure that allegedly does not conform to the sanctioned building plan. He claimed that the approved plan permitted construction over 75% of the 188-square-metre plot, with approval for a basement, stilt parking and ground plus three floors.

Narang further alleged that the existing structure has higher coverage and additional floors beyond the sanctioned plan. He called for the MCD to examine the matter and take action if violations are established.

AAP Questions MCD’s Building Approval Process

The AAP leader also questioned the functioning of the MCD Standing Committee, alleging that layout plans for buildings that are already under construction or completed are subsequently brought before the committee.

Narang alleged that political and municipal officials were operating through a nexus that allows such practices to continue. These are allegations made by AAP and have not been independently established in the material reviewed for this report.

He also asked Delhi Chief Minister Rekha Gupta and MCD Mayor Pravesh Wahi what action would be taken regarding the Satya Niketan PG issue. Pravesh Wahi is the BJP’s elected MCD mayor.

Questions Over Building and Fire Safety

Narang linked the issue to wider concerns about building safety in Delhi. He referred to previous incidents in the MCD’s South Zone and the Satya Niketan building collapse, arguing that stronger enforcement of building and safety regulations was required.

Earlier in September, Narang had also blamed the BJP-led MCD administration for the Satya Niketan PG building collapse and alleged failures in enforcing building regulations. Those statements were reported as allegations by AAP.

Claims About Other MCD Projects

During the meeting, Narang also raised questions about earlier Standing Committee proposals, including matters related to Under Hill Road and Jamia Hamdard. He alleged that the committee’s handling of certain layout plans required greater transparency.

He further alleged that some plans were being presented after construction had already taken place and questioned the role of MCD officials in approving such proposals.

AAP Raises School and Land-Use Concerns

Narang also raised issues concerning MCD schools. He alleged that schools were being merged or their buildings were being considered for other uses despite having students.

He specifically referred to a proposed parking facility at an MCD school in the LU Block area of Pitampura and questioned the proposed change in use of the property.

The AAP leader also raised concerns about a proposed community library at an MCD school in Wazirpur. He questioned the proposed involvement of an NGO and alleged that the arrangement could eventually affect control over the land.

Demand for Action and Transparency

The central issue raised by AAP during the meeting was the alleged violation of building norms at the Satya Niketan PG. Narang sought clarity from the MCD administration on the action that would be taken if the allegations regarding construction and land use are found to be correct.

The allegations made by Narang and AAP remain claims from the opposition side. Any determination regarding violations would depend on the sanctioned building plans, MCD records, inspections and action by the competent authorities.

The Standing Committee discussion has brought renewed attention to building compliance, PG facilities, land use and civic administration in Delhi.
