ED intensifies probe into Delhi’s alleged ₹600 crore health scam, seeks procurement records as AAP leader Saurabh Bhardwaj alleges a key file is missing.
The investigation into Delhi’s alleged ₹600 crore health procurement scam has gathered momentum after the Enforcement Directorate (ED) initiated a money laundering probe and sought extensive records from the Delhi Health Department. The case has also taken a political turn, with former Delhi Health Minister and Aam Aadmi Party (AAP) leader Saurabh Bhardwaj alleging that a crucial file related to the matter has gone missing.
ED Expands Investigation into Medical Procurement
The Enforcement Directorate has requested detailed documents related to the procurement of medical equipment and healthcare supplies purchased by the Delhi Health Department. Officials are examining whether the procurement process followed legal and financial norms or whether irregularities led to financial losses for the government.
The investigation covers purchases of portable X-ray machines, C-arm machines, anesthesia workstations, ORS, bedsheets, surgical equipment, gloves, medicines, and other medical supplies.
According to sources, more than 20 individuals have already been questioned as part of the ongoing investigation.

Financial Transactions Under Scanner
The ED has also demanded complete records related to the tendering process, technical and financial evaluations, contract approvals, supply verification, quality inspections, and payment releases.
In addition, the agency has sought details of financial transactions involving manufacturers, original equipment manufacturers (OEMs), distributors, and companies that supplied medical equipment and healthcare products to the department.
Investigators are examining whether over-invoicing, procurement irregularities, or money laundering occurred during these transactions.
Earlier FIRs and Arrests
The case was already under investigation before the ED stepped in. FIRs had previously been registered against former Director General of Health Services (DGHS) Dr. Vatsala Aggarwal and Deputy Controller of Accounts Neeraj Chopra.
Former Central Procurement Agency (CPA) chief Dr. Vinod Kumar Ranga was also arrested earlier in connection with the alleged scam. Authorities are continuing to examine the roles of other officials involved in the procurement process.
Saurabh Bhardwaj Claims Key File Is Missing
AAP leader and former Health Minister Saurabh Bhardwaj has accused authorities of allowing an important file linked to the alleged scam to disappear. He released a video on social media claiming that the missing file could affect the transparency of the investigation.
His remarks have added a political dimension to the case, though officials have not yet responded publicly to the allegation.
Multiple Agencies Conducting Probe
Apart from the Enforcement Directorate, the Anti-Corruption Branch (ACB) and the Vigilance Department are also investigating the alleged irregularities.
Following recommendations made by Delhi Chief Minister Rekha Gupta, action has reportedly been initiated to register FIRs against two more doctors connected to the procurement process.
The ED is expected to continue examining whether public funds were misused through inflated billing, procurement violations, compromised quality standards, or illegal financial transactions. The findings of the investigation could determine whether criminal charges under anti-corruption and money laundering laws will be expanded in the coming weeks.
