Haryana Assembly Monsoon Session Day 2 is likely to see debate over HKRN recruitment, key bills, the security row and sports policy.

The second day of the Haryana Assembly Monsoon Session is set to begin at 2 pm, with several important issues expected to trigger heated political exchanges between the ruling party and the Opposition.

The Haryana Assembly Monsoon Session will witness Question Hour, Zero Hour and legislative business, while the Haryana Kaushal Rozgar Nigam (HKRN) is likely to become a major point of contention.

HKRN Recruitment Under Opposition Spotlight

Seventeen Opposition MLAs, including Bharat Bhushan Batra, Aftab Ahmed, Geeta Bhukkal and Ashok Arora, have submitted a Calling Attention Notice concerning alleged irregularities and lack of transparency in contractual recruitment through HKRN.

MLA Aditya Surjewala has also submitted a notice seeking clarification on the issue. The matter could lead to a strong debate during the Haryana Assembly Monsoon Session.

Khatu Shyam Shrine Bill Among Key Legislative Business

The Haryana Baba Shri Khatu Shyam Chulakana Dham Shrine Bill, 2026, is scheduled to be brought before the House for consideration and passage.

The Assembly is also expected to consider an official resolution concerning the Centre’s Water (Prevention and Control of Pollution) Amendment Act, 2024, which includes provisions aimed at decriminalising certain minor violations.

Congress to Meet Governor Over Security Row

The political dispute from the first day of the session is also expected to remain in focus. Leader of Opposition Bhupinder Singh Hooda is scheduled to lead Congress MLAs to meet Governor Prof. Ashim Kumar Ghosh and submit a memorandum regarding the alleged misbehaviour by security personnel with Congress legislators.

The issue had already resulted in a heated exchange inside the Assembly between Hooda, Chief Minister Nayab Singh Saini and the Speaker. Eight Congress MLAs were subsequently named and removed from the House by marshals.

Lumpy Disease and Sports Policy Also Discussed

During the Haryana Assembly Monsoon Session, Agriculture Minister Shyam Singh Rana informed the House that no case of lumpy disease among livestock had been reported in the state so far this year. He said the government had procured 18 lakh vaccines, of which 14,61,922 had already been administered.

Chief Minister Nayab Singh Saini also highlighted the government’s focus on improving sports infrastructure and supporting athletes. He said medals won by Haryana’s players reflect their hard work as well as government policies aimed at strengthening the sports ecosystem.

The second day of the Haryana Assembly Monsoon Session is therefore expected to combine legislative business with intense political debate, particularly over HKRN recruitment, the previous day’s security dispute and other issues raised by the Opposition.
