Haryana plans new Child Care Institutes in districts without CCIs to support poor, orphaned and vulnerable children with education, food and care.
Haryana Child Care Institute network: The education journey of economically weaker, orphaned and vulnerable children in Haryana could become easier with the expansion of child care facilities across the state. The State Commission for Protection of Child Rights has prepared a proposal to establish Child Care Institutes (CCIs) in districts where such facilities are currently unavailable.
According to the commission, around 10 to 12 districts in Haryana do not currently have a Child Care Institute. As a result, children requiring institutional care are often sent to facilities located in other districts. The proposed expansion is aimed at making essential care, education and basic facilities more accessible to children closer to their home districts.
Several Districts Currently Without CCI Facility
State Commission for Protection of Child Rights Chairperson Tripti Sheoran said the issue of districts without CCIs had come to her notice. She said districts including Sirsa, Hisar, Bhiwani, Charkhi Dadri, Kaithal, Fatehabad and Jhajjar currently do not have such institutions.
Because of the lack of facilities in these districts, children who need institutional support may have to be shifted to CCIs in other parts of the state. Establishing facilities locally could reduce this dependence and make access to support more convenient.
Proposal Being Prepared for the Government
The commission has prepared a proposal for setting up CCIs in districts where the facilities are missing. Technical aspects and suggestions will be incorporated before the proposal is formally submitted to the Haryana government.
If approved, the expansion of the Haryana Child Care Institute network could provide more children with access to education, accommodation, food and other essential support within their respective districts.

Support for Economically Weaker and Vulnerable Children
Under the existing provisions, parents who are unable to support their children’s education and basic needs due to financial difficulties can apply for admission to a CCI, subject to applicable rules.
These institutions can also provide care to children who do not have adequate parental support, including orphaned children. Children found begging may also be provided institutional support and rehabilitation services through the appropriate child protection mechanism.
The objective is to ensure that financial hardship or the absence of family support does not prevent children from receiving education and a safe environment.
Education, Food and Accommodation Facilities
Eligible children staying in CCIs can receive essential facilities such as accommodation and food, along with support for continuing their education. Such institutions are intended to provide a structured and protective environment for children who require care and assistance.
The proposed expansion of the Haryana Child Care Institute network could particularly benefit children living in districts where families currently have limited access to institutional support.
Focus on Child Protection and Education
The State Commission for Protection of Child Rights is working towards strengthening support systems for children who are economically disadvantaged, orphaned or otherwise in need of care. The proposed new institutions are expected to improve access to child protection and educational opportunities at the district level.
Tripti Sheoran said the proposal would be sent to the government after incorporating the necessary technical inputs and suggestions. The move is aimed at addressing the gap in child care infrastructure across Haryana.
