In a massive drive against food adulteration and safety violations, the Uttar Pradesh Food Safety and Drug Administration (FSDA) has taken stringent action in Bulandshahr and Saharanpur. Following surprise inspections at various dairy plants, the licenses of six milk production units have been suspended. Furthermore, the state government has cracked down on departmental negligence, suspending one official and attaching two others to the Lucknow headquarters.
Special Enforcement Teams Conduct Surprise Raids
The action was initiated following numerous complaints received by FSDA Commissioner Dr. Roshan Jacob regarding the quality of dairy products in Bulandshahr and Saharanpur. On Tuesday, 49 special enforcement teams were dispatched to these districts to conduct a comprehensive sweep of milk chilling centers and manufacturing units.
Out of the establishments inspected, the teams found 47 operational units where they scrutinized hygiene standards, license validity, pasteurization processes, and milk procurement records for the past month.
Huge Seizures Worth Crores Reported
The scale of irregularities discovered in Bulandshahr and Saharanpur was staggering. Authorities focused on the presence of adulterants and the maintenance of cold-chain storage.
In Bulandshahr: 112 samples were collected from 35 units. Officials seized 503.5 metric tonnes of milk and dairy products valued at approximately ₹5.75 crore.
In Saharanpur: 21 samples were taken from 12 units. A total of 782 bags of skimmed milk powder (25 kg each), worth nearly ₹94 lakh, were confiscated.

Expired Products Repacked with Fresh Dates
During the investigation in Bulandshahr and Saharanpur, a disturbing trend of “re-packing” was uncovered. Several units were found hygiene-deficient and lacked procurement records. Most significantly, some establishments were caught re-packaging old, expired food items with current dates to mislead consumers.
Consequently, six state-level licenses were suspended immediately. Additionally, the department has written to the FSSAI in New Delhi to recommend the suspension of three central-level units.
Departmental Action Against Erring Officials
The crackdown in Bulandshahr and Saharanpur was not limited to businessmen. Due to allegations of misconduct and failure to monitor these units, Saharanpur’s Food Safety Officer, Sumanpal, has been suspended.
Assistant Commissioner (Food) Manoj Kumar Verma and Chief Food Safety Officer Dhananjay Shukla have been removed from their current postings and attached to the Lucknow headquarters.
