J&K Assembly witnessed chaos over Omar Abdullah’s statehood resolution as BJP MLAs protested the autonomy reference and disrupted House proceedings.
The Jammu and Kashmir Assembly witnessed heated scenes on Monday as legislators debated Chief Minister Omar Abdullah’s resolution seeking restoration of statehood. BJP MLAs entered the well of the House, raised slogans against the government and demanded the removal of Speaker Abdul Rahim Rather. The proceedings were later adjourned amid repeated disruptions.
The central dispute is linked to a reference in the resolution to the Jammu and Kashmir Assembly’s 2000 autonomy resolution. BJP members have strongly objected to the reference, while the National Conference-led government has defended the resolution as a demand for restoration of statehood.
BJP MLAs Protest in Assembly
Soon after the House assembled, BJP legislators moved into the well and raised slogans demanding action against the Omar Abdullah government and Speaker Abdul Rahim Rather. The protest led to disorder inside the Assembly.
According to reports, there were also allegations of attempts to throw microphones during the confrontation involving BJP and Congress members. Two BJP legislators were marshalled out of the House, while two Congress members subsequently attempted to enter the well.
The Speaker eventually adjourned proceedings for half an hour. When the House reconvened, BJP members again entered the well and continued their protest.
What Is the Dispute Over the Statehood Resolution?
The J&K statehood resolution moved by Omar Abdullah calls on the Union government to restore full statehood to Jammu and Kashmir. The resolution also refers to earlier resolutions passed by the Assembly, including the one adopted in June 2000 and another passed in November 2024.
The 2000 resolution had sought restoration of Jammu and Kashmir’s pre-1953 position and greater autonomy. The reference to that resolution has become the main point of disagreement between the ruling side and the BJP.
Several amendment motions have also been moved, including proposals from members of the ruling National Conference seeking references to the restoration of Articles 370 and 35A.
BJP’s Objection to the Autonomy Reference
BJP legislators have opposed the inclusion of the 2000 autonomy resolution in the statehood proposal. Leader of Opposition Sunil Sharma has accused Omar Abdullah of weakening the statehood demand by bringing the autonomy issue into the discussion.
Sharma also met Union Home Minister Amit Shah and discussed developments during the Assembly session. Sharma said the BJP remains committed to restoration of statehood but objects to the reference to the pre-1953 autonomy position.
The BJP has described the autonomy reference in strong terms, while the National Conference has maintained that its resolution is focused on statehood.

What Happened in 2000?
On June 26, 2000, the Jammu and Kashmir Assembly passed a resolution seeking restoration of the state’s pre-1953 position. The resolution was passed when Farooq Abdullah was chief minister.
The proposal sought greater autonomy for Jammu and Kashmir and referred to the constitutional arrangement that existed before 1953. The then Union government headed by Atal Bihari Vajpayee did not accept the resolution.
The historical reference has now become a major point of contention in the latest J&K statehood resolution.
Omar Abdullah Defends the Proposal
Chief Minister Omar Abdullah has said his government has repeatedly sought restoration of statehood from the Centre. He argued that statehood is connected to the identity and interests of the people of Jammu and Kashmir rather than being a demand made solely for his government or political party.
Abdullah also accused the BJP’s local leadership of opposing the restoration of statehood. He said the resolution would make clear which political groups support the demand and which oppose it.
The chief minister further said that the National Conference had made sacrifices for the country and did not require a certificate from the BJP.
Statehood Remains a Key Political Issue
Restoration of statehood has remained a major issue in Jammu and Kashmir since the former state’s reorganisation in 2019. Omar Abdullah has repeatedly raised the matter with the Union government, including during his September meeting with Home Minister Amit Shah.
The latest J&K statehood resolution has therefore brought the issue back to the centre of Assembly proceedings, with the dispute now also involving the historical question of autonomy.
The continuing protests indicate that the resolution has become a major point of disagreement between the BJP and the ruling National Conference. The Assembly’s subsequent proceedings will determine how the proposed resolution and the amendments moved by members are dealt with.
