During the review meeting,CM Nitish Kumar made many important announcements.
CM Nitish Kumar today held a review meeting of the ongoing development schemes in Madhepura district under the third phase of Pragati Yatra at Jhallu Babu Auditorium of DRDA. In this meeting, District Magistrate Taranjot Singh made a detailed presentation of the development works of the district. The District Magistrate apprised the Chief Minister about the current status of the Bihar Student Credit Card Scheme, Mukhyamantri Nischay Self Help Allowance Scheme, Kushal Yuva Karyakram, Har Ghar Nal Ka Jal and its maintenance, Mukhyamantri Gramin Solar Street Light Scheme, irrigation water to every field, agriculture feeder construction, Mukhyamantri Krishi Vidyut Konnection Scheme, Mukhyamantri Udyami Yojana, encouragement to women for higher education, telemedicine service in health sub-centres, door step delivery of veterinary services, construction of Panchayat Sarkar Bhawan, 10+2 schools in panchayats, formation of sports clubs to promote sports, construction of playgrounds, Mukhyamantri Gram Sampark Yojana, Mukhyamantri Gramin Setu Yojana, formation of self-help groups, transparency in revenue administration, renovation of public wells, ponds and ponds under Jal-Jeevan-Hariyali. Besides, the people’s representatives also placed the problems of their areas before CM Nitish Kumar. CM Nitish Kumar welcomed all while addressing the review meeting.
I thank Madhepura District Magistrate Taranjot Singh for informing me about the development works going on in the district. Public representatives were also present on the occasion. Today we have visited many places and inspected the development works. I would ask the authorities to ensure further action keeping in mind whatever requirements are there. The districts that have been visited during the Pragati Yatra and the announcements that have been made will be approved by the cabinet. Our aim is to develop Bihar in every direction. After 2005, we should remember the development work we have done in Bihar. We have always been touring the entire Bihar. When the Pragati Yatra was planned, the officials explained the problems of all the districts and we asked them to work on those problems, and work is going on on all of them. There is development in every field, and you should not forget it. We have done development work for all sections and regions, and don’t you forget that.
CM Nitish Kumar said that since November 24, 2005, we started working for the development of Bihar and since then have been continuously engaged in taking Bihar forward. You all know what was the condition of Bihar before 2005. People couldn’t get out of their houses. There were frequent fights between Hindus and Muslims, which we ended. There were no roads, no schools, no hospitals. Medicines were not available in hospitals, and the condition of roads was so bad that I had to walk in my area. When the people of Bihar gave us the opportunity to work, the situation in Bihar has changed. Now there is an atmosphere of peace and brotherhood in Bihar, and the atmosphere of fear has ended.
Earlier the power situation in Bihar was very bad, it was difficult to get electricity in rural areas, and even the capital Patna did not get electricity for more than 8 hours. Since 2006, we started the siege of cemeteries, so far more than 8 thousand cemeteries have been besieged. Action was taken against the accused of Bhagalpur riot, and to stop the idol theft in the temples, it was decided to build the boundary wall of the 60 years old temples. We are trying to resolve all the issues. We are also getting a lot of support from the central government, and many development works are being done with this support. We will work together with the BJP for the development of Bihar and the country.
CM Nitish Kumar said the dress scheme for children studying in government schools was launched in 2006. In 2009, the cycle scheme was started for girls, and when boys also started asking for it, from 2010, the cycle scheme was implemented for them too. Earlier, the number of girls was less in studies, but after getting a bicycle, they started going to school on time. Now the girls also take their parents to the market in the evening, it is good to see.
CM Nitish Kumar said that work is being done in all areas of development in Bihar, and no area is untouched by development. We have built education, health, roads, bridges on a large scale, and as a result, earlier people used to take 6 hours to reach Patna, now this time has been reduced to 5 hours. We are making all efforts for it. A large number of teachers have been recruited in Bihar, and the process is on. Efforts are being made to improve the education sector by constructing school buildings. At the same time, employed teachers are getting government recognition through examination, and madrasas are also being given government recognition and government salary to the teachers teaching there.
CM Nitish Kumar said that before 2005, only 39 patients used to come to the primary health centre for treatment in a month. We started the facility of free medicine and treatment in government hospitals, due to which now on an average more than 11,000 patients are reaching for treatment in a month. Earlier there were only 6 government medical colleges in Bihar, now their number has increased to 12. Patna Medical College and Hospital (PMCH), the oldest hospital in Bihar, is being built with a capacity of 5,400 beds, and work is underway to build a 2,500-bed hospital by expanding other old medical colleges. IGIMS, Patna is also being made a 3,000-bed capacity hospital.
CM Nitish Kumar informed that since 2015, under the Saat Nischay Yojana, basic amenities like tap water, toilets, pucca streets, pucca roads, and electricity connections have been provided to every household. These facilities have also been built in new habitations. Community toilets have been built for those families who were suffering from diseases due to open defecation. From 2020 onwards, under Saat Nischay Yojana-2, Mukhyamantri Gramin Solar Street Light Yojana, Telemedicine, Bal Hriday Yojana, and availability of irrigation water to every field is being ensured at a rapid pace.
CM Nitish Kumar said that 50 percent reservation has been given to women in Panchayati Raj Institutions since 2006 and in Municipal Bodies since 2007. Since then, 4 elections have been held, and a large number of women have participated in the electoral process. Earlier, the number of self-help groups in Bihar was very less, but when our government was formed, we increased the number of these groups by taking a loan from the World Bank in 2006. Now the number of self-help groups in Bihar has gone up to 10 lakh 61 thousand, with which 1 crore 35 lakh ‘Jeevika Didis’ are associated. The name ‘Jeevika’ and the name ‘Jeevika Didi’ for the women associated with them was kept by our government, and inspired by this, the central government adopted it and named it ‘Aajeevika’. Now we are forming self-help groups in urban areas of Bihar, and so far 34 thousand self-help groups have been established in urban areas, to which 3 lakh 80 thousand ‘Jeevika Didis’ are associated. Since 2013, we decided to reserve 35 per cent seats for women in police restoration, as a result of which the number of women in Bihar Police is the highest in the country. Since 2016, we have been giving 35 per cent reservation to women in all government jobs.
“Under Saat Nischay Yojana-2, we had set a target of providing government jobs to 10 lakh people, which has been increased to 12 lakh. So far, 9 lakh people have been given government jobs. Further, the target was to provide employment to 10 lakh people, and so far 24 lakh people have been provided employment. By 2025, the target of providing government jobs to 12 lakh people and employment to 34 lakh people will be achieved. We are working for the upliftment of all sections. A caste-based enumeration was carried out in Bihar by holding meetings with all political parties, and 94 lakh poor families have been identified who belong to every caste. These poor families are being given financial assistance of Rs 2 lakh per family so that they can run their livelihood.
CM Nitish Kumar said that many developmental works have been carried out in Madhepura district. The BP Mandal Engineering College has been constructed here, as well as the Para Medical Institute and hostels. In addition, Government Polytechnic Institutes, Women ITIs, ITIs in all the subdivisions, GNM Institutes, and various roads and bridges have been constructed. Jannayak Karpoori Thakur Medical College and Hospital has been established at a cost of Rs 781 crore in Singheshwar, along with the construction of Karpoori Thakur Extremely Backward Class Hostel there. Besides, two SC / ST residential schools have also been constructed.
Many roads and bridges have been built in Madhepura. The State Highway-Udakishunganj-Bhatgaon path has been widened, and the construction of Vijay Ghat bridge over Kosi river has made it easier to reach Bhagalpur. Baijnathpur and Gamharia roads have also been constructed, and the Udakishunganj to Virpur State Highway has been constructed. The construction of a bypass is also underway to relieve congestion in Madhepura city. In 2008, during the severe floods in the Kosi river, relief operations were carried out expeditiously.
In Madhepura district, 59 Panchayat Government buildings have been constructed so far, and the remaining 151 buildings will be completed by June 2025. With the construction of Panchayat Government buildings, it will be possible to solve all the gram panchayat problems under one roof. Talking about the dignity and respect of the people here, the Chief Minister said that electricity has been provided to every household in Madhepura district. 2 electrical grid sub-stations and 23 power sub-stations have been constructed. Along with this, 7,315 farmers have been provided electricity connection by constructing 36 dedicated agricultural feeders, which is facilitating agricultural operations. 28 thousand self-help groups have been formed, 3 lakh 50 thousand Jeevika Didis are associated with them, and three Jeevika Didi kitchens are also being run.
Along with the development works done so far in Madhepura district, the rest of the works will also be completed soon, and new works will also be planned.
CM Nitish Kumar said that the road from Murli Chowk (SH-58) under Chausa block to Yogiraj via Krishna Tola, Vansh Gopal Chowk will be widened, which will facilitate the movement of people. A new grid sub-station will be set up in Chausa block, which will provide better power supply to a large population. Power sub-stations will also be constructed in Murliganj and Chausa blocks, which will provide quality power to more people.
A milk chilling plant / dairy plant will be set up in Madhepura Sadar block. The plant with a capacity of 50-60 thousand liters will boost the local economy and increase the income of livestock farmers. ROB will be constructed at Parallel No. 68C (SH-91) in Murliganj Bazar, which will eliminate the problem of congestion and facilitate access to Purnia.
The renovation of Singheshwar Dham temple and development of the temple complex will facilitate lakhs of devotees and increase local employment. Roads in Chausa and Alamnagar blocks are affected during floods. CM Nitish Kumar has directed the concerned department to immediately send a team to take stock of the situation, and the roads will be elevated and strengthened, so that people can commute easily.
The auditorium located in Madhepura Nagar area will be modernized, which will make it easier to hold government programs, seminars and cultural events. In addition, a total of 5 new Block-cum-Zonal Office Buildings will come up at Alamnagar, Kumarkhand, Chausa, Madhepura and Simheswarsthan in Madhepura district and 2 Block-cum-Zonal Office-cum-Residential Complexes will come up at Shankarpur and Gamharia.
CM Nitish Kumar said that all the necessary works will be completed and in addition, if there is any other requirement in Madhepura district, it will also be completed. Development work is taking place in every area of Bihar, and it will happen at a faster pace in the future. I congratulate and thank everyone.
