Haryana NEWS : The Haryana 112 Emergency Response Support System (ERSS) has demonstrated notable advancements in emergency handling capabilities, according to its April 2025 performance report. Since inception, the system has managed over 2.31 crore calls, leading to the dispatch of 46.60 lakh emergency vehicles across the state.
These figures were shared during the 13th meeting of the State Empowered Committee (SEC) on ERSS 112, chaired by Chief Secretary Anurag Rastogi.
The Chief Secretary highlighted the increasing public reliance on the system and consistent improvements in response time. In April 2025 alone, 6,06,039 calls were addressed, a rise from 5,35,111 in April 2024 and 4,68,359 in April 2022. The rate of vehicle deployment also improved, reaching 30% of attended calls in 2025, compared to 24% in 2024 and 17% in 2022.
Faster Emergency Response Times
Chief Secretary Rastogi noted a substantial decrease in response durations across various services. Police response time reduced from 12 minutes 4 seconds in April 2022 to 7 minutes 3 seconds in April 2025. Medical response times dropped from 25 minutes 44 seconds in 2022 to 12 minutes 50 seconds in 2025. Fire services maintained a consistent response time of around 32 minutes 50 seconds.
Emergency Vehicle Deployment and System Integration
A major milestone has been the successful integration of the 108 emergency helpline into the state-wide ERSS network, completed within the scheduled timeframe. Each district now has five Emergency Response Vehicles (ERVs), significantly boosting reach and readiness. By November 2024, the integration of all 575 ambulances into the 108 system was finalized, streamlining medical emergency responses across the state.
Dr. Sumita Misra, Additional Chief Secretary (Home), stressed the importance of hospital mapping across districts to minimize delays in treating accident victims.
Initiatives for Women’s Safety and Service Efficiency
To enhance women’s safety, the state launched the Trip Monitoring Service (TMS) in November 2023. The service allows women to share live locations via WhatsApp with dedicated emergency desks. Over 300 trips have been tracked so far. Additionally, a verified database of 94,000 working women and students, along with 87,000 registered auto-rickshaws, has been incorporated to enable faster emergency identification and response.
Dr. Misra also reviewed the state’s cybercrime infrastructure. At the SERC in Panchkula, 54 Cyber Crime Reporting Terminals and 16 bank nodal officers are now operational. In 2024 alone, the cyber helpline received 7.25 lakh calls, with ₹268.40 crore recovered from ₹980 crore in reported frauds—a 27% recovery rate, more than double the previous year’s performance.
Curbing Misuse of Emergency Services
The committee was informed about a new feature that automatically blocks abusive callers after a warning. Persistent offenders are tracked, and after five instances, an ERV is dispatched to their location. This approach has reduced the misuse of emergency lines.
Technology Upgrades and Future Plans
To further strengthen emergency coordination, the state has added 423 Mobile Data Terminals (MDTs) with SIM support, along with UPS systems, monitors, and IP phones, all within budgetary limits.
Looking ahead, SEC has approved key enhancements under Phase 2 of Haryana 112. These include the introduction of AI-powered auto-dispatch systems to replace manual operations, aimed at cutting response delays. A pilot launch is scheduled for July 2025.
