Punjab government completes four years under CM Bhagwant Mann with major healthcare reforms including universal health insurance, new Aam Aadmi Clinics and the first liver transplant in a government hospital.
As the government led by Punjab Chief Minister Bhagwant Singh Mann completes four years in office, the state’s healthcare sector is witnessing a major transformation. From strengthening primary healthcare through community clinics to introducing advanced treatments like liver transplants in government hospitals, Punjab Healthcare Reforms have significantly reshaped the medical infrastructure across the state.
Presenting the government’s report card, Punjab Health and Family Welfare Minister Dr. Balbir Singh highlighted the major initiatives that have expanded access to affordable healthcare and improved medical facilities in both rural and urban areas.
100 New Aam Aadmi Clinics to Strengthen Primary Care
A major step under the ongoing Punjab Healthcare Reforms will be the inauguration of 100 new Aam Aadmi Clinics on March 17, 2026. With these additions, the total number of operational clinics in the state will reach 993, while another 450 clinics are currently in the pipeline.
According to the Health Minister, the existing 883 Aam Aadmi Clinics have already served more than 1.6 crore residents and recorded over 5 crore patient visits. These clinics offer 107 essential medicines and 47 diagnostic tests completely free of cost, making primary healthcare accessible to millions of people.
Additionally, the clinics provide regular care for pregnant women and chronic disease patients. Every month, more than 30,000 pregnant women receive antenatal services, while over 1.1 lakh individuals receive treatment for diabetes and hypertension. These initiatives demonstrate how Punjab Healthcare Reforms are improving community-level healthcare delivery.
Universal Health Insurance of ₹10 Lakh per Family
Punjab has also become the only state in India to offer universal health insurance coverage of ₹10 lakh per family per year. The Mukh Mantri Sehat Bima Yojna covers more than 2,300 surgeries and treatment packages, including cardiology, oncology, and trauma care.
The scheme has empanelled over 600 leading private hospitals, ensuring that economically weaker families can access high-quality treatment without financial burden. Officials say that this comprehensive insurance coverage is a cornerstone of the ongoing Punjab Healthcare Reforms aimed at strengthening social security in healthcare.
First Successful Liver Transplant in Public Sector
In a milestone for tertiary healthcare, the Punjab Institute of Liver and Biliary Sciences (PILBS) successfully performed the state’s first liver transplant in a government healthcare facility in November 2025.
Health Minister Dr. Balbir Singh described the achievement as a landmark moment that highlights the success of Punjab Healthcare Reforms in expanding advanced medical services in the public sector.
Massive Investment in Medical Infrastructure
To modernize healthcare infrastructure, the state government is investing over ₹400 crore in advanced medical equipment. Under this plan, MRI services will be introduced in all district hospitals, while CT scan services are being expanded across the state.
New PET scan facilities will also be set up in Amritsar, Faridkot, Mohali, and Patiala. These investments are expected to further strengthen diagnostic capabilities and support the broader vision of Punjab Healthcare Reforms.

Record Recruitment of Doctors and Medical Staff
The government has also carried out the largest recruitment drive in the state’s healthcare history. Since 2022, Punjab has appointed 948 general doctors and 627 specialist doctors, representing nearly 35 percent of the total government medical workforce.
In addition, recruitment of nurses, pharmacists, and other paramedical staff has been significantly increased to improve patient care and hospital efficiency.
Seven New Medical Colleges Planned
To boost medical education and reduce the trend of students seeking education abroad, the Punjab government is establishing seven new medical colleges in Hoshiarpur, Kapurthala, Sangrur, SBS Nagar, Lehragaga, Malerkotla, and Ludhiana.
These institutions will add around 600 new MBBS seats in the state. Existing medical colleges in Patiala, Amritsar, and Faridkot are also being upgraded into postgraduate super-specialty institutes, further strengthening the impact of Punjab Healthcare Reforms.
Focus on Emergency Care and Public Health
The government’s Farishtey Scheme has also made a major impact by providing immediate cashless treatment to accident victims, helping save more than 600 lives so far.
Infrastructure development is also underway, including the construction of 22 critical care blocks with 50 beds each. Meanwhile, public health initiatives such as the CM Di Yogshala program are promoting preventive healthcare through daily yoga sessions benefiting nearly 1.5 lakh citizens.
In addition, under the anti-drug campaign “Yudh Nashean Virudh,” the government has established 548 OOAT clinics that have treated more than 10.63 lakh patients through a network of de-addiction and rehabilitation centres.

Officials say the combined impact of these initiatives has created a comprehensive healthcare ecosystem in Punjab—from preventive care and primary treatment to advanced surgeries and medical education.
